The Expert Panel was appointed by the government following the announcement of the new forest management agreements (FMAs) in northern Alberta. A series of public meetings and workshops were held in northern Alberta, after which the Panel reviewed the issues arising, as well as reviewing any other forest land management issue in Alberta but not the environmental impacts of the proposed pulp mill facilities. The report covers recently announced forestry developments in northern Alberta, with existing FMA and quota operations considered in the more general forest management evaluations. The role of the government in allocating, planning, and regulating FMAs, the role of FMA holders in management, planning, and operations, and the role of the public in this process are all outlined and discussed, as well as technical aspects of forest management, environmental impact, wildlife management, and reforestation.
