The Bologna Declaration started the development of the European Higher Education Area. The ensuing Bologna Process has run for already 20 years now. In the meantime many higher education systems in Europe have been reformed – some more drastically than others; some quicker than others; some with more resistance than others. In the process of reform the initial (six) goals have sometimes been forgotten or sometimes been taken a step further. The context too has shifted: while the European Union in itself has expanded, the voice for exit has also been heard more frequently. Higher Education System Reform: An international comparison after Twenty Years of Bologna critically describes and analyses 12 Higher Education Systems from the perspective of four major questions: What is currently the situation with regard to the six original goals of Bologna? What was the adopted path of reform? Which were the triggering (economic, social, political) factors for the reform in each specific country? What was the rationale/discourse used during the reform? The book comparatively analyses the different systems, their paths of reforms and trajectories, and the similarities and the differences between them. This open access book examines the modern role of the European School system within the European Union, at a time when the global economy demands a new vision for contemporary education. The European schools are currently in a state of crisis: their 60-year-old tradition of bilingual and multilingual education is being strained by rapid EU expansion and the removal of English speaking teachers as a result of Brexit. Their tried and tested model of mathematics and science education has rapidly been overtaken by new developments in pedagogy and assessment research, while recruitment and retention of students and teachers has become increasingly fraught as European member states review what they are, and what they are not, prepared to fund. The authors draw on original and empirical research to assess the European Schools’ place in a new Europe where the entire post-war European Project is potentially at risk. This well-researched volume will be of interest to practitioners working in European schools as well as students and scholars of EU politics and international education.
Based on empirical analysis using configuration theory and multi-dimensional scaling, this book provides insight into types of relationships that can be found between groups of countries with certain institutional context features, and into the quality and equity of their education system. In this volume, the authors take up the challenge of considering what a European ‘settlement’ might look like. In doing so, they take into account worldwide trends and the increasing evidence of convergence across educational systems. The outcomes of comparative analyses seem to suggest that strong education systems in terms of finance, governance and choice could be preferable. To a greater or lesser extent, therefore, all the systems of education currently in use in Europe face some common challenges. The way in which these challenges are addressed will determine the future of these systems. Key elements in the current debate that are considered in greater detail in this volume include changing views on (a) centre-local relations with signs of an increasing commitment to decentralisation as a guiding principle for developing school governance; (b) school autonomy which is now increasingly regarded as the engine-room for school improvement, especially in relation to sustaining it; and (c) the celebration of community and school choice as a means of securing higher levels of parental involvement. This handbook focuses on and compares the education systems in the three Americas: North, Central and South America, and includes a chapter on most countries in the region. The chapters follow a common structure and include schematic diagrams of the structure of mainstream education from pre-primary to tertiary level. Each chapter starts with a description of the historical and social foundations of the education system from the post-World War II period up to today, including political, economic and cultural contexts and conditions. By highlighting important dates and structural decisions, the current education system can be understood as resulting from past developments. The first part ends with a description of the transitions to the labour market that are offered, and the way in which these are organized in the education system described. The second part consists of an overview of the institutional and organizational principles as well as the structure of education from pre-primary to tertiary level. Originally published in 1977. This is a lively account of the day-to-day running of European schools based in five countries - France, West Germany, Italy, Spain and Portugal. It outlines the organisation of education in these countries, and examines aspects of curriculum, teaching methods, examinations, attitudes of teachers and pupils, buildings, equipment, out-of-school activities, pastoral care, discipline and rules and depicts what it is like to be a pupil or teacher in a European school. The schools discussed are mainly primary and lower secondary grades - the basic compulsory education of each country. Details of working hours, programmes and curricula which are, notably, often government controlled, are given in Appendices. But the author stresses that his aim throughout has been to show how individual schools work and adopt these rules to their own situation. He discusses the relative advantages and drawbacks of different educational systems, and draws his own conclusions about the favourable impressions he gained from many schools and the Awful Warning he saw in a few. This survey throws as much light on schools at home as on those in Europe and suggests that we have a good deal to learn from our neighbours.
This book argues that data and their use constitute a form of governance of education. It highlights the ways in which education is steered and managed so that a European education policy space is ‘fabricated’ through data which travel across national systems, and which enter and restructure provision to make it measurable, comparable and governable.
The growth of education systems and the construction of the state have always been connected. The processes of governing education systems always utilized data through a range of administrative records, pupil testing, efficiency surveys and international projects. By the late twentieth century, quantitative data had gained enormous influence in education systems through the work of the OECD, the European Commission and national system agencies. The creation and flow of data has become a powerful governing tool in education. Comparison between pupils, costs, regions and states has grown ever more important. The visualization of this data, and its range of techniques, has changed over time, especially in its movement from an expert to a public act. Data began to be explained to a widening audience to shape its behaviours and its institutions. The use of data in education systems and the procedures by which the data are constructed has not been a major part of the study of education, nor of the histories of education systems. This volume of contributions, drawn from different times and spaces in education, will be a useful contribution to comparative historical studies.
