Excerpt from The Dublin Review, Vol. 15 The question of Proportionate Representation - although, owing to an accidental combination of circumstances, it may seem for the moment to be disposed of - is one certain to recur, and perhaps more than once, for discussion, because it involves a deep principle, and a principle carries with it a strong vitality. It concerns the philosophy of politics, while by the superficial it is frequently treated as if it were but an arithmetical conundrum. Those who thus regard it have turned out the wrong side of the tapestry for inspection; the pattern is lost to them, and it is no wonder if they amuse themselves by plucking at the stuck-out ends of threads. In dealing with a serious matter of ethics we cannot make a beginning unless we separate the accidental from the essential, and contemplate the problem in the light of that idea which illustrates it. Let us thus contemplate "Proportionate Representation" in its connection with two things of which the modern world makes boast, without, however, at all times appreciating their higher claims on our respect - viz., "the Nation," and "National Progress." Now, we are not inclined to be unnecessarily captions but here we feel bound to enter our strongest protest against the terms which he employs. For, as Christians, whatever we may think of the physical condition of Ireland, still, we dare not believe that although she is sunk in poverty, rags, and filth, she can possibly be accused of moral degra dation. If ever it shall be proved, by statistics, that, in point of morality, honesty, and virtue, (in the common sense of the term), she ranks below either England, Wales, or Scotland, - theu, and not till then, will we plead guilty to the charge of moral degradation. But, on this score, we need not trouble ourselves, unless, indeed, through the agency of famine, pestilence, and emigration, the religion of Dr. Plunkett should happily become the prevailing reli gion of the land. As to her physical condition, we will, in all sadness, assume what Sir Francis Head states as true, though we shall certainly see reason to differ from him entirely as to the causes to which to refer it. Excerpt from The Dublin Review, Vol. 150: Quarterly Nos 300, 301; January April 1912 Mr Balfour has retired from the leadership of the Unionist party, and announced the fact to a meeting of his constituents in an address of singular dignity. It was an address eminently characteristic of the man, exhibiting as it did his delicate perception of the requirements of a very difficult and complicated situation, and certain qualities which have given him his great ascendancy in the House of Commons and have won for him so strong a personal devotion from very many followers. The newspapers have since his retirement so indiscriminately compared him with William Pitt - a comparison open to the most obvious exceptions - that one hesitates to strike a note which has been exaggerated to the point of entire falseness. But in two respects, and as a man rather than a statesman, Balfour does resemble Pitt - in a certain exclusiveness connected with his fastidious temperament and in his power of winning devotion from others. His attractive personality is represented very vividly in these touching words of farewell. The whole country has naturally been greatly moved by Mr Balfour's resignation, though it was not altogether unexpected. And the European press has also shown marked interest in the retirement from the leadership of one who is in some respects our greatest living statesman. These onlookers at a distance have been unhampered in their view of the situation by the quite unusually complex details which have been pressed on the attention of those who are at closer quarters with it. And perhaps to some extent we in England can for the moment hardly see the wood for the trees. Distance in place has some of the effect of distance in time, and may help to give the perspective needed for true history.
