Coastal municipalities across the Asia and Pacific region are looking for solutions to worsening salinity levels in their water sources due to overextraction of groundwater and rising sea levels. The transition from groundwater to surface water or conjunctive use can be costly and technically complex. But it is possible, as proven by the Khulna Water Supply Project, cofinanced by the Asian Development Bank and the Japan International Cooperation Agency. The coastal city of Khulna in Southwest Bangladesh developed a new surface water source and avoided the recurring high costs of desalination treatment technology. The project financed an entirely new system—from intake to tap—for 65% of the city’s population. The transformative changes from the project were possible with the newly established Khulna Water Supply and Sewerage Authority, only the third of its kind in the country.

This open access book explores the implications of urbanization in South Asia for water (in-) security in the peri-urban spaces of Dhaka and Khulna in Bangladesh, Bengaluru, Gurugram, Hyderabad, Kolkata and Pune in India, and Kathmandu Valley in Nepal. The book looks into specifically peri-urban water security issues in a context of rapid urbanization and social-environmental changes, including the changing climate and its emerging impacts. It demonstrates how urbanization processes change water flows between rural and urban areas, the implications of this processes for the water security of peri-urban populations, and how new institutions and technologies develop to mediate the relationships between peri-urban communities and water. The book seeks to further the debate on peri-urban water security, including what constitutes the peri-urban, socially differentiated access to water in peri-urban spaces, interventions for improving water access, and emerging forms of cooperation and conflict related to water access in a context of urbanization and climate change. This publication explores the views of stakeholders in the two decades of partnership between the Asian Development Bank and the Kolkata Municipal Corporation in India. The Asian Development Bank supported Kolkata's integrated planning and phased investments of over $1 billion towards building resilience, inclusiveness, and improved and sustainable urban services. From 2000 to 2015 the Millennium Development Goals (MDGs) mobilized external aid to finance life-changing services in the global South. However, in doing so, the organization failed to meet the challenges often associated with human rights initiatives, which are to make underprivileged communities independently prosperous, equitable, and sustainable. In Global Development and Human Rights, Paul Nelson assesses the current thirty-year effort to make transformative changes in the global South by exploring how this disconnect from human rights weakened the MDGs reputation as a successful aid organization. To overcome the failings of the MDGs, the Sustainable Development Goals (SDGs) were formed in 2016 with the intention of managing the issues fundamentally ignored by the MDGs. Drawing on twenty-five years of research on development goals, human rights, and the organizations that promote them, Nelson reasons that transformative change arises out of national and local movements, and shows how human rights can offer leverage and political support that help drive transformative national initiatives.
