DOWNLOAD EBOOKThis paper examines the factors and constraints that affect recent and potential growth in Croatia, as well as policies that can influence it. On current productivity trends, it estimates Croatia's potential growth rate at 4-41⁄2 percent, a result reasonably robust to different methodologies. To sustain growth at a higher rate in line with the authorities' aspirations, the analysis highlights the critical need to improve the business environment through further measures to reduce the administrative burden, legal uncertainties, and corruption. It also emphasizes the importance of attracting more greenfield foreign direct investment, and reforms to reduce the role of the state in the economy through fiscal consolidation and faster privatization.

DOWNLOAD EBOOKThe adjustment problems of public finance in countries of Central and Eastern Europe (CEE) are often misunderstood and misinterpreted by western scholars. This book contributes to the bridging of the gap between what is being thought by external observers and what the actual public finance reality is, as described by competent local scholars. Popular political economy research has remained biased towards advanced countries and has neglected developing and transition economies. Publications on CEE countries' public finances seem to be reluctant to apply the conceptual framework of standard political economy to these countries because of the assumption that CEE economies are different from their Western peers. But is this really the case? Are CEE economies so much different that none of the well-known "Western" political economy concepts or models can be applied to the analysis of fiscal performance in the region? Benczes demonstrates that they can be safely applied in the context of CEE economies as well. He sees no need to develop a separate or unique theory designed for the study and understanding of (one-time) transition economies.

DOWNLOAD EBOOKThis paper examines Croatia’s 2004 Article IV Consultation and Request for Stand-By Arrangement (SBA). Croatia has established a record of solid growth and low inflation since the mid-1990s. Real GDP growth has averaged about 4.5 percent, with inflation in the low single digits. This performance compares well with the European Union-15 (EU-15) and other Central and Eastern European countries (CEECs). Structural reform has also advanced, and the private sector is vibrant. To support their policies for 2004–05, the authorities have requested a new 20-month SBA, which they intend to treat as precautionary.

DOWNLOAD EBOOKIn Women and Capitalism in the Croatian Hinterland: The Practice of Labor and Consumption, Nila Ginger Hofman examines the effects of post-socialist capitalism on the lives of Croatian women. Croatia’s secession from socialism and a more recent gestating capitalist landscape provide the contexts in which the author examines how women navigate the labor and consumer markets. The women consulted for this book experienced two decades of developing free-market capitalism. They also experienced the disintegration of the self-managing socialism that existed in Yugoslavia from 1948 to 1991; four years of the Balkan War, which brought emotional and infrastructural tolls; and the emergence of the new Croatian Republic in 1991. The transition to capitalism in the last part of the twentieth century brought anticipation, angst, and excitement. The new millennium has also been plagued by unemployment rates hovering around 20 percent as well as the emergence of western-style shopping malls. Women and Capitalism in the Croatian Hinterland details the cumulative effects of these changes, which resulted in an unprecedented upheaval in the lives of Croatians.

DOWNLOAD EBOOKThis book employs an innovative approach to explore the topic of flexicurity and related changes in the working world, the importance of which for the overall economic and social development is gradually being recognised. It focuses on the changing nature of work and its impact on EU law and national labour and social security laws. Though the transformation of regulatory and institutional frameworks of labour relations follows different patterns in different EU Member States, it is nevertheless a common phenomenon that offers an excellent opportunity for mutual learning experiences and comparing notes on best practices. Taking these ideas as a starting point, the book presents a collection of research on various aspects and implications of changing labour relations in the EU Member States. The opening chapters address the internal market dimension of the transformation of employment relations by investigating how social dumping, integration of migrant workers, and cross-border mergers influence national labour policies and laws. The book further analyses linguistic and terminological challenges in the field of labour law in the EU’s multi-lingual legal environment. Subsequent chapters cover various theoretical and practical issues, such as the impact of chain-liability regulatory models on the legal situation of workers in subcontracting networks, and modern work arrangements in the collaborative or ‘gig’ economy. Other chapters are dedicated to issues of jurisdiction and law applicable to individual employment contracts, as well as alternative resolution mechanisms in labour disputes. The next section offers fresh insights on and a critical overview of the well-known Danish and Dutch models of flexicurity, often cited as role models for reforms of labour markets in other EU Member States. Three individual chapters investigate specific aspects of flexicurity in Croatia, in terms of individual dismissals, life-long learning and the impact of non-standard employment on future pension entitlements. One paper explores temporary agency work in Germany as an important instrument of flexicurity, while another discusses various forms of work used in Slovenia in the context of flexibilization of work relations. Many challenges still lie ahead, and the primary aim of this book is to provide a solid basis for informed future discussions.

DOWNLOAD EBOOKThis book analyses the opportunities and barriers for youth entrepreneurship amid systemic change in Central and Eastern Europe. The authors cover different aspects of youth entrepreneurship and its contribution to the debate on youth unemployment in transition economies. The book discusses the wide-spread over-optimism regarding youth entrepreneurship, self-employment, and its impact on economic innovation and job creation, resulting from a disregard of critical contextual features and the characteristics of young entrepreneurs themselves. The authors give due acknowledgment of the importance of both factors and so fully understand the impediments to youth entrepreneurship, especially in a transition context. Furthermore, they seek to assess the opportunities and constraints of promotion policies in transition economies. Most importantly, the book provides the first empirical contribution to youth entrepreneurship in Central and Eastern Europe by offering a representative number of case studies. The book will be invaluable reading for scholars and students of transition and developing countries, particularly those with an interest in entrepreneurship.
