Japan is now the biggest donor of Official Development Assistance (ODA) throughout the world. This study takes a new approach to this subject by focusing on the procedures, methodologies and business mechanisms at the implementation level that influence the process of policy-making in Tokyo. It is also the first study to explore the process of receiving aid, arguing that many of the recipient countries exert considerable influence over the distribution of Japanese foreign aid.
Once the world's largest ODA provider, contemporary Japan seems much less visible in international development. However, this book demonstrates that Japan, with its own aid philosophy, experiences, and models of aid, has ample lessons to offer to the international community as the latter seeks new paradigms of development cooperation.

Why does the Japanese government often alter its course of action under pressure from the United States, even when doing so apparently undermines Japan's own interests? Japan's marked responsiveness to U.S. preferences regarding foreign aid policy appears counterintuitive, since Japan's demonstrated capability to donate funds rivals and has previously surpassed that of the U.S. In Limits to Power, Akitoshi Miyashita posits that Japan's deference to the will of the U.S. results from Japan's continuing role as the more dependent partner in the two countries' interdependent diplomatic and economic relationship. Miyashita critically reviews the existing literature on Japanese foreign aid, then tests his own argument against five case studies. After analyzing critical junctures in Japan's history of foreign aid to China, Vietnam, Russia, Iran, and North Korea, he concludes that Japan's consistent sway under U.S. opinion reflects an act of will on Japan's part, rather than a lack of coherent policy stemming from bureaucratic politics. Limits to Power boldly challenges current arguments that Japan has successfully distanced itself from "reactive" politics.

Japan has increasingly emphasized democracy assistance since the mid-2000s, such that it now constitutes a major part of Japan’s foreign policy. This approach is an ostensible departure from the country’s traditional foreign policy stance, which tries to avoid bringing values to the forefront of foreign policies. This book intends to answer the questions of why Japan has started emphasizing democracy assistance and why it has relegated itself to a minor role in democracy assistance nevertheless. It argues that Japan’s emphasis on democracy assistance reveals its intention to increase its political influence with regards to China based on democratic values, and its usage of the term "democracy assistance" is a performative speech act to orchestrate a comprehensive approach for international democracy support. Shedding light on the novel aspect of Japanese policy, this book contributes to the understanding of Japanese foreign policy and democracy promotion. Providing the analysis that state’s speech act could cause to create foreign policies that counter what is predicted by structural realism, this analysis makes contributions to neoclassical realism which explains states’ foreign policy choices within the constraints of international structure.
This is the first sustained comparative examination of the importance of media attention on the provision of economic assistance, suggesting that the news media is an important medium for policy makers to gauge potential domestic political pressures and thus the need to be responsive and even anticipatory in addressing problems real or perceived. Particular attention is paid to the responsiveness of bureaucracies, long held to be among the most insulated institutions of government. Cross-national in scope, this book looks at the United States, the United Kingdom, Canada, France and Japan, facilitating a nuanced understanding of the interaction of international and domestic politics as mediated by the media.
