If the great tribunal of which the late Justice Harlan so recently ceased to be a member were not regarded as one of the main foundation stones of our government, whose sustaining and supporting strength is supreme even over the personalities of its component parts, it would be little less than appalling to see such a rapid succession of changes as has recently been witnessed in the membership of the United States Supreme Court. For the death of Justices Peckham, Brewer and Fuller, and the retirement of Justice Moody, brought four new faces to that great bench within two years.
