Excerpt from The Balance Sheet of the Nations at War On the other hand, the combined debt of the Entente Allies is only per cent of their wealth, while the combined debt of the Teutonic Allies is per cent of their wealth. Interest charges upon the debt of the Entente Allies is per cent of their national income, while that of the-teutonic Allies is l per cent of the national income. While exact figures are not available, it is a well known fact that the surplus food producing sections of the world are practically all controlled by the Entente Allies either directly or through their control of the seas. The same thing is true to a very great extent in regard to the metals and coal. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The World's War Debt: A Record and Analysis of the Financial Obligations Left by the War, in Their Relation to the World at Large For the present, therefore, the balance sheet of the war is an obscure one, with the losses tangible and the gains yet to be fully determined. In this volume we have sought to deal with a single item on the tangible side of the war's balance sheet - that item which is made up of the indebted ness of the nations. The reader will find in the following pages material that has been brought together for the pur pose of information. The need for a statistical summary of the finances of the recent struggle was the sole incentive in carrying out the work. It is hoped that what we have done will prove to be of real and lasting value. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from How to Understand the Balance Sheet and Other Periodical Statements The general public by no means thoroughly comprehend such documents, nor can it reasonably be otherwise expected; these accounts are Of necessity far from being Of a simple nature, though it would seem that many of those who know the least of scientific book-keeping and accounts discourse the most Of the simplicity Of such matters. The public at large, however, do not in the first place rightly grasp the principles upon which thedifferent accounts are constructed, whilst confusion is added by the pitfalls that some Balance Sheet items provide on sundry occasions for the uninitiated. To this need of information may in no small degree be ascribed the listless attitude characteristic of Shareholders in Limited Companies, to whom these explanations it is hoped will be especially useful. The want of confidence in one's self to form a reliable opinion upon a technical document whereby one is more or less confused is a serious obstacle which it is the writer's aim to remove. Excerpt from Report to the Nation: The American Preparation for War We have been at war for more than a month. American soldiers and marines have fought at Wake Island, Guam, Midway, and the Philippines. The Navy has gone into action in the Atlantic and over the broad stretches of the Pacific. There have been defeats. But this much our small forces on our island outposts have demonstrated: We have an Army and a Navy that can fight. It is only the beginning. In his address to Congress on the State of the Union, the President said that American sea, air, and land forces will take stations in the British Isles. They will be protecting the Western Hemisphere. They will be operating throughout the Far East, and on all of the seven oceans. Excerpt from Paying for a World War: The United States Financing of World War II On May 1, 1941, the first U. S. Savings Bond of Series E was sold by the Secretary of the Treasury, Henry Morgenthau, Jr., to the President of the United States, Franklin Delano Roosevelt. On January 3, 1946, the last dollar of Savings Bonds sold during the Victory Loan was deposited to the account of the Treasurer of the United States. Between those two dates the War Finance Committees of the Treasury, and their predecessor organizations, were responsible for selling a total of $185.7 billions of securities to finance the war. The story of these sales - the greatest mass selling achievement in history - will be here told as far as it can be set down in words. The real story of War Finance defies relation. An approximation of its full breadth and depth would run to thousands of pages, for it is the story of hundreds of thousands of people throughout the continental United States, Alaska, Hawaii and Puerto Rico. It is the story of a small band of leaders in headquarters who advised and guided a few paid workers throughout the nation, the two groups together heading up in the incalculable labors of patriotic volunteers in every community of the land. It is a story embracing every color, creed and condition of men, women and children throughout the American scene. The Treasury's war finance operations were the product of experience reaching back to the American Revolution, during which the earliest attempts were made to sell government securities to the public. Not until the Liberty Loan and War Savings campaigns of World War I, however, was any program developed likely to achieve the goal which the Secretary of the Treasury had in mind at the outset of World War II. The Defense Savings Staff, first of the War Finance organizations, was created in March, 1941, to meet both the Treasury's need for funds and to help unite many diverse and conflicting groups in the country into a strong program of national defense. Excerpt from War Finance IN September, 1914, Mr. Lloyd George, then Chancellor of the Exchequer, stated that, as in the Napoleonic war, we should win in the end by our financial strength. Germany might get the first hundred millions as easily as Britain, but Britain had far greater staying power. It is not (he said) the first hundred millions that count, but the last. Excerpt from War and National Finance The articles which follow were written for The Round Table between the years 1912 and 1920. They all deal in one way or another with the effects of war on the financial and economic structure of this country and the British Empire. I make no claim to be a trained economist, and the articles were, all of them, written in the midst of a busy life and from a practical standpoint. I have thought it preferable, never theless, to leave them exactly as they were written, except for the omission of certain redundant passages. The reader must judge to what extent they correctly portrayed and predicted before, during and after the war the actual course of events.
