This book engages with the most urgent philosophical questions pertaining to the problem of terrorism. What is terrorism? Could it ever be justified? Assuming that terrorism is just one of many kinds of political violence, the book denies that it is necessarily wrong and worse than war. In fact, it may be justifiable under certain circumstances.
We are supposed to wage war against Terrorism - but exactly what we are fighting against in this war, there is nearly no consensus about. And, much worse, nearly nobody cares about this conceptual disaster - the main thing being, whether or not you are taking sides with the good guys. This volume is an analytical attempt to end this disaster. What is Terrorism? Are terrorist acts to be defined exclusively on the basis of the characteristics of the respective actions? What is terrorism? How is it different from other kinds of political violence? Why exactly is it wrong? Why is war often thought capable of being justified? On what grounds should we judge when the use of violence is morally acceptable? It is often thought that using violence to uphold and enforce the rule of law can be justified, that violence used in self-defense is acceptable, and that some liberation movements can be excused for using violence--but that terrorism is always wrong. Care is obviously antithetical to violence since violence destroys what care takes pains to build; but the ethics of care recognizes that violence is not likely to disappear from human affairs, and can offer realistic understandings of how best to reduce it.

Together we can often achieve things that are impossible to do on our own. We can prevent something bad from happening, or we can produce something good, even if none of us could do it by ourselves. But when are we morally required to do something of moral importance together with others? This book develops an original theory of collective moral obligations. These are obligations that individual moral agents hold jointly but not as unified collective agents. The theory does not stipulate a new type of moral obligation but rather suggests that to think of some of our obligations as joint or collective is the best way of making sense of our intuitions regarding collective moral action problems. Where we have reason to believe that our efforts are most efficient as part of a collective endeavor, we may incur collective obligations together with others who are similarly placed as long as we are able to establish compossible individual contributory strategies towards that goal. The book concludes with a discussion of 'massively shared obligations' to major-scale moral problems such as global poverty.
