Based on research carried out over the three decades, this book compares the post-war political economies of Cambodia, Laos and Vietnam in the context of their individual and collective impact on contemporary efforts at regional integration. The author highlights the different paths to reform taken by the three neighbours and the effect this has had on regional plans for economic development through the ASEAN and the Greater Mekong Subregion. Through its comparative analysis of the reforms implemented by Cambodia, Laos and Vietnam over the last thirty years, the book draws attention to parallel themes of continuity and change. The author discusses how the three states have demonstrated related characteristics whilst at the same time making different modifications in order to exploit the unique strengths of their individual cultures. Contributing to the contemporary debate over the role of democratic reform in promoting economic development, the book provides a detailed account of the political economies of three states at the heart of Southeast Asia.

A study of the changing character of state-society relations in contemporary Thailand, using the telecommunications industry as a case study. It examines the privatization and gradual reforms of the 1980s and 1990s and the political dynamics behind these policies, as well as conflicts and co-operation among the various players and their interests. The book also covers bureaucratic and political corruption and their implications for Thailand's political democratization and economic liberalization. It argues not only that the bureaucracy is no longer the dominant power in Thai politics, but also that the country has moved towards a more pluralistic socio-political system in which a broadly-based liberalization coalition has emerged.

This book analyzes state-owned enterprises (SOEs), which are still significant players in many Asian economies. They provide essential public services, build and operate key infrastructure, and are often reservoirs of public employment. Their characteristics and inherent competitive advantages as publicly owned enterprises allow them to play these critical roles. Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.
