Why are some countries better than others at science and technology (S&T)? Written in an approachable style, The Politics of Innovation provides readers from all backgrounds and levels of expertise a comprehensive introduction to the debates over national S&T competitiveness. It synthesizes over fifty years of theory and research on national innovation rates, bringing together the current political and economic wisdom, and latest findings, about how nations become S&T leaders. Many experts mistakenly believe that domestic institutions and policies determine national innovation rates. However, after decades of research, there is still no agreement on precisely how this happens, exactly which institutions matter, and little aggregate evidence has been produced to support any particular explanation. Yet, despite these problems, a core faith in a relationship between domestic institutions and national innovation rates remains widely held and little challenged. The Politics of Innovation confronts head-on this contradiction between theory, evidence, and the popularity of the institutions-innovation hypothesis. It presents extensive evidence to show that domestic institutions and policies do not determine innovation rates. Instead, it argues that social networks are as important as institutions in determining national innovation rates. The Politics of Innovation also introduces a new theory of "creative insecurity" which explains how institutions, policies, and networks are all subservient to politics. It argues that, ultimately, each country's balance of domestic rivalries vs. external threats, and the ensuing political fights, are what drive S&T competitiveness. There has been a retraction from support to large firms and programmes and a shift toward small to medium enterprises and the innovation infrastructure; the focus on public research and training capabilities is growing; and there has been a redesign of public intervention with the growing role of regions and states on one hand and multinational authorities on the other, particularly in the European Union.
Diplomacy for the 21st Century recommends steps that the Department of State should embrace to take full advantage of the leading science and technology (S&T) capabilities of the United States. This report assesses and makes recommendations concerning the changing environment for the conduct of diplomacy in the years ahead, with a focus on the role of S&T in the development and implementation of U.S. policies and programs. According to this report, prompt steps by the department's leadership are essential to ensure adequate comprehension of the importance of S&T-related developments throughout the world and to incorporate this understanding within the nation's foreign policy for the 21st century. This report also urges the adoption by the department of a broader whole-of-society approach in carrying out its responsibilities at home and abroad - extending beyond traditional interagency coordination and the narrow band of current external partners to include foundations, universities, research centers, and other groups who are extending their international reach.

The systems of innovation approach is considered by many to be a useful analytical approach for better understanding innovation processes as well as the production and distribution of knowledge in the economy. It is an appropriate framework for the empirical study of innovations in their contexts and is relevant for policy makers. This text is the result of the work within an international inter-disciplinary network or "working seminar" with the task of building a more solid and sophisticated conceptual and theoretical foundation for the continued study of innovations in a systemic context. The book has three parts. The first presents an overview and tries to work out some conceptual problems. In the second, the systems of innovation approach is related to innovation theory. Part three is devoted to increasing understanding of the functioning and dynamics of systems of innovation. There is also an introduction where the genesis and anatomy of different systems of innovation approaches are discussed and where the systems of innovation approach is characterized in nine dimensions.
In this book Fulya Apaydin argues that labor responses to dramatic technological change are influenced by the political institutions of the Global South more than any other factor. In addressing vocational education programs – which are highly relevant in understanding how labor unrest is governed in developing settings – she makes two important contributions. Firstly, she offers a new theoretical framework to understand labor mobilization and de-mobilization patterns, rethinking vocational education as a key transmission belt for manufacturing labor consent. Secondly, she provides a systematic comparison of skill formation schemes and their implications on labor mobilization in federal and unitary systems. With a focus on Argentina and Turkey, two case studies are provided in which technology has provoked differing levels of strikes, walkouts and extended protest.
