Since that time, many local water service agencies throughout the State have applied to the Department of Water Resources for con sideration as potential contractors with the State for water service from the proposed facilities. Several water agencies have been organized since November 1960 expressly for the purpose of obtaining supplemental water supplies from the state facilities for the areas they represent.
