First published in 1964, this series of studies, compiled by the India team of Centre of International Studies at MIT, represents an important contribution to methods in planning for development, which will be of relevance to all those working in the field, irrespective of country. The results are demonstrated on examples taken from the Third Five-Year Plan and from some of the papers which underlay it.
Reforms and Economic Transformation in India is the second volume in the series Studies in Indian Economic Policies. In this book, nine original essays pursue three interrelated themes: Why the movement of workers out of agriculture, into industry and services, and from informal to formal employments has been slow, explaining the impact the reforms have had on profitability and competition among enterprises,and analyzing the impact on the socially disadvantaged in terms of wage and education outcomes and entrepreneurship.
This book explores the role of public action in eliminating deprivation and expanding human freedoms in India. The analysis is based on a broad and integrated view of development, which focuses on well-being and freedom rather than the standard indicators of economic growth. The authors placehuman agency at the centre of stage, and stress the complementary roles of different institutions (economic, social, and political) in enhancing effective freedoms.In comparative international perspective, the Indian economy has done reasonably well in the period following the economic reforms initiated in the early nineties. However, relatively high aggregate economic growth coexists with the persistence of endemic deprivation and deep social failures. JeanDreze and Amartya Sen relate this imbalance to the continued neglect, in the post-reform period, of public involvement in crucial fields such as basic education, health care, social security, environmental protection, gender equity, and civil rights, and also to the imposition of new burdens such asthe accelerated expansion of military expenditure. Further, the authors link these distortions of public priorities with deep-seated inequalities of social influence and political power. The book discusses the possibility of addressing these biases through more active democratic practice.
Openness has affected neither poverty nor inequality adversely. When surveyed, people in disproportionately large volumes from all groups say that their fortunes are improving. The essays in this volume show that trade oppenness has helped reduce poverty among most social groups.

When the state and business interact effectively they can promote a more efficient allocation of scarce resources, appropriate industrial policy and a more effective and prioritised removal of key obstacles to growth, than when the two sides fail to co-operate or engage in harmful collusion. This book, based on original empirical research undertaken in Africa and India, addresses what constitutes the effectiveness of state-business relations, what explains their formation and evolution over time and whether effective state-business relations matter for economic performance. Analysing the effects of state-business relations on economic performance at both the macro and micro levels, the book concludes that where effective state-business relations are established – either through formal or informal institutional patterns and relationships – the growth effects are generally positive. Establishing, sustaining and renewing effective state-business relations are political processes. The better organized the business community and the government are for purposes of such relations, the more effective state-business relations will be in negotiating growth enhancing policies.
