This interdisciplinary volume explores various identities and their expressions in Georgia from the early 19th century to the present. It focuses on memory culture, the politics of history, and the relations between imperial and national traditions. It also addresses political, social, cultural, personal, religious, and gender identities. Individual contributions address the imperial scenarios of Russia’s tsars visiting the Caucasus, Georgian political romanticism, specific aspects of the feminist movement and of pedagogical reform projects before 1917. Others discuss the personality cult of Stalin, the role of the museum built for the Soviet dictator in his hometown Gori, and Georgian nationalism in the uprising of 1956. Essays about the Abkhaz independence movement, the political role of national saints, post-Soviet identity crises, atheist sub-cultures, and current perceptions of citizenship take the volume into the contemporary period.
After the ratification of the Nineteenth Amendment in 1920, hundreds of thousands of southern women went to the polls for the first time. In The Weight of Their Votes Lorraine Gates Schuyler examines the consequences this had in states across the South. She shows that from polling places to the halls of state legislatures, women altered the political landscape in ways both symbolic and substantive. Schuyler challenges popular scholarly opinion that women failed to wield their ballots effectively in the 1920s, arguing instead that in state and local politics, women made the most of their votes. Schuyler explores get-out-the-vote campaigns staged by black and white women in the region and the response of white politicians to the sudden expansion of the electorate. Despite the cultural expectations of southern womanhood and the obstacles of poll taxes, literacy tests, and other suffrage restrictions, southern women took advantage of their voting power, Schuyler shows. Black women mobilized to challenge disfranchisement and seize their right to vote. White women lobbied state legislators for policy changes and threatened their representatives with political defeat if they failed to heed women's policy demands. Thus, even as southern Democrats remained in power, the social welfare policies and public spending priorities of southern states changed in the 1920s as a consequence of woman suffrage.

By engaging deeply with American legal and political history as well as the increasingly rich material on gender history, Gendered Citizenship illuminates the ideological contours of the original struggle over the Equal Rights Amendment (ERA) from 1920 to 1963. As the first comprehensive, full-length history of that struggle, this study grapples not only with the battle over women’s constitutional status but also with the more than forty-year mission to articulate the boundaries of what it means to be an American citizen. Through an examination of an array of primary source materials, Gendered Citizenship contends that the original ERA conflict is best understood as the terrain that allowed Americans to reconceptualize citizenship to correspond with women’s changing status after the passage of the Nineteenth Amendment. Finally, Rebecca DeWolf considers the struggle over the ERA in a new light: focusing not on the familiar theme of why the ERA failed to gain enactment, but on how the debates transcended traditional liberal versus conservative disputes in early to mid-twentieth-century America. The conflict, DeWolf reveals, ultimately became the defining narrative for the changing nature of American citizenship in the era.

Secondary level female education played a foundational role in reshaping women's identity in the New South. Sarah H. Case examines the transformative processes involved at two Georgia schools--one in Atlanta for African-American girls and young women, the other in Athens and attended by young white women with elite backgrounds. Focusing on the period between 1880 and 1925, Case's analysis shows how race, gender, sexuality, and region worked within these institutions to shape education. Her comparative approach shines a particular light on how female education embodied the complex ways racial and gender identity functioned at the time. As she shows, the schools cultivated modesty and self-restraint to protect the students. Indeed, concerns about female sexuality and respectability united the schools despite their different student populations. Case also follows the lives of the women as adult teachers, alumnae, and activists who drew on their education to negotiate the New South's economic and social upheavals.
