This publication helps guide investment planning and financing across key urban infrastructure sectors of Azerbaijan to improve the performance of cities---with a focus on economy, equity, and environment. The National Urban Assessment for Azerbaijan is among a series prepared by the Asian Development Bank for selected developing countries under its Urban Operational Plan 2012–2020).
Azerbaijan has set the course for the economy to reduce its dependence on oil by promoting new drivers of growth. By 2025, under the government’s Strategic Roads Maps, a more diversified economy should take shape led by three sectors: agriculture, tourism, and manufacturing. Bold reforms need to strengthen areas of the economy that could otherwise impede this transition, and policy makers must resolutely stay on the reform path. The core message of this publication is diversification toward non-oil sources of growth alongside efforts to reduce macroeconomic risks and the high cost of finance, make the education system responsive to the needs of the labor market, close infrastructure gaps, and help economically significant state-owned enterprises become more efficient.
The issue of capital city relocation is a topic of debate for more than forty countries across the world. In this first book to discuss the issue, Vadim Rossman offers an in-depth analysis of the subject, highlighting the global trends and the key factors that motivate different countries to consider such projects, analyzing the outcomes and drawing lessons from recent capital city transfers worldwide for governments and policy-makers. Capital Cities studies the approaches and the methodologies that inform such decisions and debates. Special attention is given to the study of the universal patterns of relocation and patterns specific to particular continents and mega-regions and particular political regimes. The study emphasizes the role of capital city transfers in the context of nation- and state-building and offers a new framework for thinking about capital cities, identifying six strategies that drive these decisions, representing the economic, political, geographic, cultural and security considerations. Confronting the popular hyper-critical attitudes towards new designed capital cities, Vadim Rossman shows the complex motives that underlie the proposals and the important role that new capitals might play in conflict resolution in the context of ethnic, religious and regional rivalries and federalist transformations of the state, and is seeking to identify the success and failure factors and more efficient implementation strategies. Drawing upon the insights from spatial economics, comparative federalist studies, urban planning and architectural criticism, the book also traces the evolution of the concept of the capital city, showing that the design, iconography and the location of the capital city play a critical role in the success and the viability of the state.

Eurasia has gone through tremendous changes over the past 20 years, which are impacting the function and the form of its cities. Looking ahead, policy makers need to promote the changes that will make Eurasian cities the main drivers of Eurasia s growth, via better planning, connectivity, greening, and new financing.
This textbook, "The History of Azerbaijan" was written in accordance with the existing academic-thematic programme in this area of study. The history of the country is described starting from ancient times to the beginning of the 21st century. The maps in this book were originally published in the work "The Historical Geography of Azerbaijan" (Baku, 1986). This textbook is intended for students, lecturers and non-specialists working in the educational system as well as for the general reader with an interest in Azerbaijan.
The National Urban Assessment for Uzbekistan examines the progress of urbanization and the development and current state of government policies and programs in the country. It recommends various pathways to sustainable urbanization, including reforms in urban planning. Particular focus is given on economy, equity, environmental quality, and climate change as well as enhancing the quality and reliability of urban services and increasing the supply of affordable housing, among others. The report is also a useful guide for strategic investment planning across key urban infrastructure sectors in Uzbekistan.
Cities are not only home to around half of the global population but also major centers of economic activity and innovation. Yet, so far there has been no consensus of what a city really is. Substantial differences in the way cities, metropolitan, urban, and rural areas are defined across countries hinder robust international comparisons and an accurate monitoring of SDGs. The report Cities in the World: A New Perspective on Urbanisation addresses this void and provides new insights on urbanisation by applying for the first time two new definitions of human settlements to the entire globe: the Degree of Urbanisation and the Functional Urban Area.
