This Reference Manual addresses land use and development practices that support and improve the efficiency and effectiveness of associated transportation systems. It references strategies and tools used to foster transportation-efficient land-use patterns (transportation-efficient development is defined as supporting the use of alternative transportation modes while reducing the need to drive alone). The manual documents state-of-the-art best practices at the national level, in addition to practices that are specific to Washington State and the Puget Sound region. The Manual is in two parts: regulatory strategies and tools and financial strategies and tools. The strategies (six regulatory and four financial) relate to the planning and policy-making environment shaping land use - those general approaches and related policies used to plan transportation-efficient land use and development. Each strategy in turn contains a number of tools, the specific mechanisms used to guide the implementation of the strategies. Detailed explanations of how the tools have functioned or can work are provided, along with examples of specific applications and case studies to illustrate the scope and extent of the tools' effectiveness.

The research described in this report assembles a set of tools based on experiences and best practices in a diverse set of states for linking strategic goals to resource allocation and implementation decisions using aspects of asset management. A survey of practices in each of the state DOT's that explores documents and synthesizes both strategic planning processes and asset management was conducted. With input from an expert advisory panel, five states were for detailed analysis. These are Florida, Maryland, Michigan, Montana and Pennsylvania. The model process that results does not represent any particular state, but incorporates elements from all five states. This model process can provide useful guidance to states interested in augmenting their existing process.

This book uses international case studies to present insights on the policies, actors, and institutions that are critical to successful transit-oriented development (TOD). TOD has many potential benefits for cities and regions, and is considered a critical element in reshaping sprawling car-dependent urban regions into denser regions built around transit corridors. However, it is not a magic bullet solution for metropolitan transportation problems: challenges persist, such as displacement of local residents and regulatory barriers. How has TOD been successfully implemented? How can we integrate the positive aspects of TOD while minimizing its negative impacts? This book presents a study conducted at the University of Amsterdam, exploring 11 international case studies, including a meta-analysis, rough set analysis and policy transfer workshops. The authors discuss the findings and present solutions to persistent challenges to transit-oriented development. Additional literature on eTOD (equitable TOD) strategies, as a fundamental component of planning for regional transportation, shows that these approaches can result in more collaborative processes, community-led development that minimizes the negative impacts of transportation infrastructure. In 1983 the Economic Development Institute (EDI) made three important decisions concerning its transport activities. First, it planned to shift the emphasis in these activities from teaching project analysis to helping countries strengthen their capability for policy analysis, formulation, and implementation.
