This project has been sponsored by the St. Paul district of the United States Army Corps of Engineers as a planning tool to facilitates its obligations to preserve and project the cultural heritage. More specifically, thirteen locks and dams have been investigated in order to determine their historical value. Since seven of these lock and dam complexes are currently under evaluation for hydropower conversion, historic preservation officers of Minnesota, Wisconsin and Iowa have expressed their interest in seeing the thirteen lock and dam structures be considered for a thematic group format submission to the National Register of Historic Places. Moreover, the contract was modified to include study of the Lower Dam Hydro Station and Wasteway No. 2, both of which are located in St. Anthony Falls Historic district and may be utilized for hydropower development. The location of this study area is a large one covering a stretch of approximately 239 river miles along the upper Mississippi upon which the locks and dams are located. In June 1854 the Grand Excursion celebrated in festive style the completion of the Chicago and Rock Island Railroad to the Mississippi River. Hundreds of dignitaries including newspaper editors and other journalists; politicians; academics, writers and artists; business and industry leaders; and railroad officials were among those who traveled by rail from Chicago to Rock Island, Illinois, then by steamboat to St. Paul in Minnesota Territory. The travelers were shown a region undergoing rapid settlement by Europeans—an area of great natural beauty offering many promises for additional development. One hundred and fifty years later, the thirteen essays in this volume examine the activities and environments of the 1854 Grand Excursion and place them in the context of an evolving regional identity for the Upper Mississippi River Valley based on the economy, culture, geography, and history of the area. In a series of “excursions,” the contributors explore the building of the Chicago and Rock Island Railroad, eastern newspaper accounts of the 1854 excursion, steamboating, the area’s pictorial landscape, passenger trains along the scenic river, the genesis and features of river towns, the control of the river for navigation, the development of preserves, parks, and recreation areas, the lumber industry, and commercial fishing. The book concludes by examining the resurgence of river-oriented development, as river towns are once again embracing the Mississippi. Henry Lafayette Dodge has long been a familiar name in 19th century American Southwestern history. As one of the earliest and most effective Indian agents to the Navajo, he has been portrayed as a congenial, sympathetic and compassionate advocate for the tribe—a veritable role model. The Navajo knew him as Red Shirt, a man they came to respect, appreciate and trust. Those who knew Dodge admitted, although often grudgingly, that he had unrivaled influence over the tribe. By today’s sensibilities, Henry L. Dodge was hardly a role model. In his youth, he was irresponsible, hot-headed and violent. As an adult, he was sued for assault and battery, land fraud, breach of promises and misuse of public funds. He apparently couldn’t be trusted with money, his own or others’. Finally brought down by scandal, he fled Wisconsin in the dead of night, abandoning his career, his wife and his children, leaving them nearly destitute. How then should history assess him?
