Excerpt from State of Connecticut Health Bulletin, 1920-1923: Vols; 34-37 It is a self evident fact that a nation's greatness depends on the efficiency of its citizens, and that personal efficiency depends on a healthy body governed by a normal brain and nervous system. The whole must be adjusted to its environment where sound habits of mind and body may be organized. To bring to pass such a state is the goal of Public Health activities. The prophylaxis Of mental disease and defect is only one of the public health problems confronting us today, but it is a subject of major importance. A splendid nervous system housed in a body crippled by the ravages of disease may be handicapped by the lack of physical means for. Its expression, and yet such limitations are daily surmounted. But of what value is a good body if it is governed by a defective or dis organized mind? Such an individual is not an asset, but is a liability of great magnitude. The enlightened civilization of today would justly condemn any community in which diphtheria or typhoid carriers were permitted to circulate at random. Yet in this comparatively small state of Connecticut there are approximately four thousand mental defectives, uncared for and unsegregated, most of whom constitute a menace to the social and economic life of today. And their Offspring are so great a potential menace to the future generations that it cannot be calculated.
