In a number of States not here enumerated there has been an organized effort to secure the passage of certain child - welfare meas ures, but these activities have not been broad enough in scope to be included among the state - wide movements for general child welfare legislation. In several of the States not credited with such activity, or in which attempts to secure commissions for the study and revision of child - welfare legislation did not succeed, new depart ments, bureaus, or so-called commissions were created, charged with more or less comprehensive programs for child protection.
