The report finds that UK farming is in a state of crisis caused by falling commodity prices, the strength of sterling, and recent outbreaks of infectious animal diseases such as foot and mouth. The Government is undertaking a policy review through the Commission on the Future of Farming and Food, whilst international policy developments in the EU and the World Trade Organisation may lead to significant changes. The Committee states that the primary role of farming should be to produce food that consumers want to buy in an open and competitive marketplace. It welcomes the likely future reduction of financial support to farmers for food production and believes that any interventions should only be made when specific criteria are met. Whilst it supports payments made on environmental grounds, concerns are noted regarding the effects of agri-environmental schemes. The report also discusses the proposals for the Mid-Term Review of the Common Agricultural Policy, which it intends to examine in more detail in a later inquiry. A second volume of the report is also available, which contains minutes of evidence and memoranda taken before the Committee.
