This book investigates the multifaceted conflicts of sovereignty in the recent crises in the European Union. Although the notion of sovereignty has been central in the contentious debates triggered by the recent crises in the European Union, it remains strikingly under-researched in political science. This book bridges this gap by providing both theoretical reflections and empirical analyses of today’s conflicts of sovereignty in the EU. More particularly, it investigates conflicts between four types of sovereignty. First, national sovereignty referring to the autonomy of the Westphalian Nation-State to rule on a territory delimited by borders; second, the supranational sovereignty acquired by the EU in a fragmentary fashion in a number of scattered internal and external policy fields; third, parliamentary sovereignty understood as the autonomy of parliaments (at the regional, national and European levels) to take part in the decision making process and control the executive in the name of the principles of election and representation; fourth, popular sovereignty whereby the body politic confers legitimacy to decision makers in a democratic system. Through an analysis of the various crises (rule of law, Brexit, migration, Eurozone crisis), the chapters look at how sovereignty is framed and contested by different types of actors, and how the strengthening or the weakening of certain types of sovereignty contribute to shape preferences regarding policies and governance structures in the multi-level EU. ‘How many Europes?’ is a critical question that led to several attempts to analyse European crises and transformations globally. This book builds upon the argument that Europe cannot be reduced to a singular dynamic, identity or vision, but rather provides a four-fold taxonomy: Thin, Thick, Parochial and Global Europe. The book contributors aim to respond to the emerging necessity to incorporate both the parochial dynamics unmaking Europe and the globalist dynamics decentering Europe into the analysis of European crises and transformations in diverse sectors ranging from security and foreign policy to the rule of law and democracy. Accordingly, this book is unpacking Europe in a time of severe crises facing the EU—such as Brexit, the Syrian refugee crisis, Catalan secessionism, the rise of far right, and terrorism—, which have accelerated the resurgence of formerly marginalized and repressed dynamics as influential trends in national, regional and global politics. It reveals an ongoing hegemonic struggle over the representation of Europe among ‘many Europes’ involving two separate integrationist models of regionalization —or ‘Europe-making’— and two distinct dynamics that have sought to fragment and de-centre the European Union through nationalism and globalism respectively. This edited volume brings together leading international researchers in an attempt to disentangle and understand the multiple conflicts of sovereignty within the European polity in the aftermath of the 2008 economic crisis. While most research on sovereignty focuses on its international dimensions, what makes this volume distinctive is the focus on the mobilization of sovereignty discourses in national politics. Contrary to tired paradigms studying clashes between national and supranational sovereignty, the various chapters of the volume offer a provocation for the readers – what if these old vertical conflicts of sovereignty are increasingly complemented by horizontal conflicts between executives and parliaments at both the national and international level?
The challenges that have been facing the European Union in recent years have given rise to the question: who leads the EU? This book offers a systematic analysis of political leadership in the EU. This volume offers a theoretical and conceptual analysis of political leadership in the EU. It deals with questions such as what kind of leadership is there in the different domains (such as climate change or central banking). It also examines how various EU institutions (European Commission, European Parliament) exert or have exerted leadership. Furthermore, it examines the role of the presidents of some of these institutions, such as the European Commission the European Council, the European Central Bank, but also of selected national leaders. Although the book does not advance a single leadership concept, the findings of the individual case studies show that the EU is by no means leaderless. The European Union's foreign policy and its international role are increasingly being contested both globally and at home. At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Large as well as smaller states are vying for more leeway to act out their own communitarian principles on and approaches to sovereignty, security and economic development. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. This book, based on ten case studies, explores some of the most important current challenges to EU foreign policy norms, whether at the global, glocal or intra-EU level. The case studies cover contestation of the EU's fundamental norms, organizing principles and standardized procedures in relation to the abolition of the death penalty, climate, Responsibility to Protect, peacebuilding, natural resource governance, the International Criminal Court, lethal autonomous weapons systems, trade, the security-development nexus and the use of consensus on foreign policy matters in the European Parliament. The book also theorizes the current norm contestation in terms of the extent to, and conditions under which, the EU foreign policy is being put to the test.
The European Union (EU) is a political and economic partnership that represents a unique form of cooperation among sovereign countries. The EU is the latest stage in a process of integration begun after World War II, initially by six Western European countries, to foster interdependence and make another war in Europe unthinkable. The EU currently consists of 28 member states, including most of the countries of Central and Eastern Europe, and has helped to promote peace, stability, and economic prosperity throughout the European continent. The EU has been built through a series of binding treaties. Over the years, EU member states have sought to harmonize laws and adopt common policies on an increasing number of economic, social, and political issues. EU member states share a customs union; a single market in which capital, goods, services, and people move freely; a common trade policy; and a common agricultural policy. Nineteen EU member states use a common currency (the euro), and 22 member states participate in the Schengen area of free movement in which internal border controls have been eliminated. In addition, the EU has been developing a Common Foreign and Security Policy (CFSP), which includes a Common Security and Defense Policy (CSDP), and pursuing cooperation in the area of Justice and Home Affairs (JHA) to forge common internal security measures. Member states work together through several EU institutions to set policy and to promote their collective interests. In recent years, however, the EU has faced a number of internal and external crises. Most notably, in a June 2016 public referendum, voters in the United Kingdom (UK) backed leaving the EU. The pending British exit from the EU (dubbed "Brexit") comes amid multiple other challenges, including the rise of populist and to some extent anti-EU political parties, concerns about democratic backsliding in some member states (including Poland and Hungary), ongoing pressures related to migration, a heightened terrorism threat, and a resurgent Russia. The United States has supported the European integration project since its inception in the 1950s as a means to prevent another catastrophic conflict on the European continent and foster democratic allies and strong trading partners. Today, the United States and the EU have a dynamic political partnership and share a huge trade and investment relationship. Despite periodic tensions in U.S.-EU relations over the years, U.S. and EU policymakers alike have viewed the partnership as serving both sides' overall strategic and economic interests. EU leaders are anxious about the Trump Administration's commitment to the EU project, the transatlantic partnership, and an open international trading system-especially amid the Administration's imposition of tariffs on EU steel and aluminum products since 2018 and the prospects of future auto tariffs. In July 2018, President Trump reportedly called the EU a "foe" on trade but the Administration subsequently sought to de-escalate U.S.-EU tensions and signaled its intention to launch new U.S.-EU trade negotiations. Concerns also linger in Brussels about the implications of the Trump Administration's "America First" foreign policy and its positions on a range of international issues, including Russia, Iran, the Israeli-Palestinian conflict, climate change, and the role of multilateral institutions. This report serves as a primer on the EU. Despite the UK's vote to leave the EU, the UK remains a full member of the bloc until it officially exits the EU (which is scheduled to occur by October 31, 2019, but may be further delayed). As such, this report largely addresses the EU and its institutions as they currently exist. It also briefly describes U.S.-EU political and economic relations that may be of interest.
In the context of multiple crises, EU Energy and Climate policy is often identied as one of the few areas still exhibiting strong integration dynamics. However, this domain is not exempt from contestation and re-nationalization pressures. This collection seeks to understand those contradictory integration and disintegration tendencies by problematizing the notion of authority: When, why, and by whom is EU authority in Energy and Climate policy conferred and contested? What strategies are used to manage authority conflicts and to what effect? These questions are examined in some of the knottiest aspects of EU energy and climate policy, for example, the adoption of the landmark Governance of the Energy Union Regulation, the long-drawn-out attempts to complete the EU’s internal energy market, the struggle to achieve ambitious EU targets in renewable energy and energy efficiency beyond 2020, the blurring of economic and security instruments in external energy policy, or the heated discussions over the Nord Stream 2 gas pipeline. The European Union beyond the Polycrisis? explores the political dynamics of multiple crises faced by the EU, both at European level and within the member states. In so doing, it provides a state-of-the-art overview of current research on the relationship between politicization and European integration. The book proposes that the EU’s multi-dimensional crisis can be seen as a multi-level ‘politics trap’, from which the Union is struggling to escape. The individual contributions analyze the mechanisms of this trap, its relationship to the multiple crises currently faced by the EU, and the strategies pursued by a plurality of actors (the Commission, the European Parliament, national governments) to cope with its constraints. Overall, the book suggests that comprehensive, ‘grand’ bargains are for the moment out of reach, although national and supranational actors can find ways of ‘relaxing’ the politics trap and in so doing perhaps lay the foundations for more ambitious future solutions. Many on the Left see the European Union as a fundamentally benign project with the potential to underpin ever greater cooperation and progress. If it has drifted rightward, the answer is to fight for reform from within. In this iconoclastic polemic, economist Costas Lapavitsas demolishes this view. He contends that the EU’s response to the Eurozone crisis represents the ultimate transformation of the union into a neoliberal citadel that institutionally embeds austerity, privatization, and wage cuts. Concurrently, the rise of German hegemony has divided the EU into an unstable core and dependent peripheries. These related developments make the EU impervious to meaningful reform. The solution is therefore a direct challenge to the EU project that stresses popular and national sovereignty as preconditions for true internationalist socialism.
