India is a large country with regional differences in per-capita water supply and demand. Attempts to describe the water situation in India at a national level are often misleading due to the tremendous diversity in the water situation across the country. This Report analyzes the spatial variation of water supply and demand across river basins in India. The study identifies basins that are water-scarce because of inadequate water availability to meet the effective demand. It also identifies issues that are important for estimating the future water demand and for the formation of policy for future water-resources development and management.
Integrated Water Resources Management (IWRM) is an approach that promotes the coordinated development and management of water, land and related resources, in order to maximize economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems. Without public interest and participation, successful implementation of IWRM plans for river basin cannot be possible. Further to this, management at the watershed level to assure water supplies to support livelihood (i.e. domestic water, irrigation, industries, etc.) and sustainable groundwater development requires water augmentation through water conservation structures, and pollution control will also play a vital role. In India, because of limited period of rainfall during Monsoon (i.e. three to four months), water conservation and rainwater harvesting have been practiced since ancient days in order to meet water demands throughout the year. These structures are generally constructed and operated through the public participation. Keeping in view of the importance of public partnership, the role of public partnership in context of water-related awareness and practices has been investigated in different parts of the Yamuna River basin. The investigation evaluates the impact of various water conservation devices on livelihood; compares the performance of recently developed water conservation structures with ancient structures; examines spatial variation of water-related problems in the basin; and proposes an institutional setup for effective governance.
This book takes stock of micro irrigation systems (MIS), the technological intervention in India’s agricultural and water management sectors, over the past couple of decades. Based on empirical research from the major agriculturally dynamic states, viz., Gujarat, Rajasthan, Maharashtra, Tamil Nadu, Andhra Pradesh and Karnataka, the book provides a nuanced understanding and objective assessment of the implementation and adoption of MIS across these states. It addresses several of the questions related to adoption and impacts of MIS in India. On the adoption side, the key question that the book addresses is which segment of the farming community adopts MIS across states? The impacts analysed include those on physical, agronomic and economic aspects. At the macro level, the question being asked is about the future potential of MIS in terms of saving water from agriculture and making more water available for environment. The book also addresses the question of the positive/negative externalities and real social benefits and costs from the use of MIS, a major justification for heavy capital subsidies for its purchase by farmers. It also brings out certain critical concerns pertaining to MIS adoption, which need to be addressed through more empirical research based on longitudinal panel/ cross sectional data. The book would be of great use to researchers (agricultural water management, irrigation economics), students of water resource engineering, irrigation engineering and water resources management, as well as to policy makers and agricultural water management experts – national and international.
With a rapidly expanding economy many changes are taking place in India today. The business-as-usual (BAU) scenario, which assumes the continuation of current trends of key water demand drivers, will meet the future food demand. However, it leads to a severe regional water crisis by 2050, where many river basins will reach closure, will be physically water-scarce and will have regions with severely overexploited groundwater resources. While the alternative scenarios of water demand show both optimistic and pessimistic water futures, the scenario with additional productivity growth is the most optimistic, with significant scope for reducing future water demand.
This book investigates institutional dimensions of urban water supply in India, with a specific focus on institutional capabilities to provide drinking water to urban households in an efficient, equitable and sustainable manner. This book has been developed through empirical research within the context of growing urbanisation and increasing water needs of Indian cities, and the wider developmental goal of achieving universal and equitable access to safe and affordable water for all – as envisaged in goal 6 of the SDGs. This study revolves around three important aspects of urban water supply and governance. Firstly, it attempts to understand household water service delivery scenarios in urban India, drawing from case studies based on our household survey in four cities – Ahmedabad, Bangalore, Kochi and Hyderabad. Secondly, it examines the question of existing socio-economic inequality and access to water in an urban context in India. While dealing with the issue of inequality and access to water, it attempts to explore the question of whether access to water and water scarcity is socially neutral; whilst also analysing the mechanisms employed by the urban poor to manage their daily water needs. Thirdly, this book explores the role of institutions for efficient and effective delivery of water in urban India. The institutional analysis from a comparative perspective provides important insights to guide current reforms in domestic water supply in India, especially in a neo-liberal context. The book is a valuable resource for academicians, policy makers and practitioners involved in water governance in general and domestic (drinking) water supply in particular. Besides, it is of great interest to those working in the area of urban development, urban planning and household water management. The book is an outcome of a collaborative research project by the authors sponsored jointly by University Grants Commission (UGC), New Delhi and UK-India Education and Research Initiative (UKIERI).

This comprehensive volume explores the interface between politics and policy making in the water management sector of India. The authors discuss the nature of the political discourse on water management in India, and what characterizes this discourse. They also explore how this discourse has influenced the process of framing water related policies in India, particularly through the ‘academics-bureaucrat-politician’ nexus and the growing influence of the civil society groups on policy makers, which are the defining feature of this process, and which have produced certain policy outcomes that are not supported by sufficient scientific evidence. The book reveals that the social and management sciences, despite being increasingly relevant in contemporary water management, are unable to impress upon traditional, engineer-dominated water administration to seek solutions to complex water problems owing to a lack of interdisciplinary perspective in their research. The authors also examine the current deadlock in undertaking sectoral reforms due to existing water policies not being honoured. This collection includes several research studies which suggest legal, institutional policy alternatives for addressing the problems in areas such as irrigation, rural and urban water supply, flood control and adaptation to climate variability and change. Quantitative models are increasingly being used to assess the impact of socioeconomic development pathways on biodiversity and environmental services. Regardless of the scenario, the decline of biodiversity will continue throughout the 21st century. Land-use changes drive biodiversity changes in terrestrial systems, while overfishing drives changes in marine systems, and climate change affects all realms. The loss of habitats will lead to local population decreases, and global extinctions will occur at unpredictable rates due to the lag between environmental changes and their effects. To address this, we need to focus more on the relationship between the decline of ecosystem services and the position of species responsible for that function in the trophic hierarchy. Perspectives on Global Biodiversity Scenarios and Environmental Services in the 21st Century makes biodiversity scenarios understandable, relevant, and valuable to stakeholders by using effective language and focused communication techniques. Instead of merely showing the potential effects of global change on biodiversity, scenarios should consider the feedback connecting environmental forces. Biodiversity provides numerous essential environmental services crucial to human well-being both now and in the future. The climate is a critical component of ecosystem functioning and directly and indirectly affects human health. The target audience includes biology and environmental science students and faculty, scientists, social workers who generate and collaborate on biodiversity scenarios, policymakers, and corporations with a basic science understanding.
It is becoming increasingly recognized that for the optimal sustainable development and use of natural resources, an integrated approach to water management, agriculture, food security and energy is required. This "nexus" is now the focus of major attention by researchers, policy-makers and practitioners. In this book, the authors show how these issues are being addressed in India as part of its economic development, and how these can provide lessons for other developing nations. They address the conflicting claims of water resources for irrigation and hydropower, where both are scarce at the national level for fostering water and energy security. They also consider the relationship between water for irrigated agriculture and household use and its impact on rural poverty. They identify weaknesses in the current hydropower development programme in India that are preventing it from being an ecologically sustainable, socially just and economically viable solution to meeting growing energy demand. The empirical analyses presented show the enormous scope for co-management of water, energy, agricultural growth and food security through appropriate technological interventions and market instruments.
