Excerpt from Soil Survey of the El Centro Area, California The El Centro area is located in Imperial County in the extreme southern part Of the Colorado Desert, the southern boundary of the area being the international boundary line between the United States and Mexico. The northern, eastern, and western boundaries of the area are formed by certain section and township lines of the recent resurvey of this region by the United States Land Office. The east ern boundary line of the area is about 35 miles west of the California Arizona State line. The area surveyed has an extent Of 540 square miles, or acres. Since 1980, the number of people in U.S. prisons has increased more than 450%. Despite a crime rate that has been falling steadily for decades, California has led the way in this explosion, with what a state analyst called "the biggest prison building project in the history of the world." Golden Gulag provides the first detailed explanation for that buildup by looking at how political and economic forces, ranging from global to local, conjoined to produce the prison boom.
