The South East Plan contains an annual target fro new homes that provides a benchmark which can be reviewed. Sub-regions will have their own targets that allow local circumstances to be taken into account, but the regional overview is valuable to ensure consistency and to enable review of the regional target as a whole. It is important that any review of housing targets in the South East takes into account the range of numbers put forward, their underlying reasons, and the consequences of not meeting any decided targets. The economic downturn has meant that fewer homes are being built and there are concerns that the lack of infrastructure provision alongside housing development is stopping schemes from making progress. The Committee recommends that the Government review the funding mechanisms currently available for this infrastructure. It feels it is important that the Homes and Communities Agency is given the resources it needs in future years. The Committee also acknowledges that while focusing development on brownfield land is important to stimulate regeneration there must be care that concentrating development in such areas does not have adverse effects such as using up urban land or valuable urban greenspace. The Committee also recommends that greater attention be paid to alternative models for providing housing land; that the region provides the right mix of homes and that the Government stick to its timetable for the Code for Sustainable Homes ensuring that all housing has a zero carbon rating by 2016.

Neglect of the relation between the socio-economic system and its natural environment has had detrimental consequences in the past, for example - the pollution of the natural environment (water, air and soil) by producing, using and consuming the products of our industrialized economy, - the forseeable exhaustion of natural resources by continuing the increase of industrial production. Most of the recent activities, both in research and in adminis tration, against these impacts have been technically oriented, with the aim of stimulating and introducing new technologies of produc tion and new products to diminish the environmental pollution. But these efforts, which are of course necessary, cannot be successful in approaching the aim - which should and must in the long-term view be defined as the development of society in balance with the natural environment. Therefore, in addition to an assess ment of technologies, emphasis should be put on an assessment of socio-economic systems. On di~~erent levels, individual and social preferences determine quantities and qualities of production and consumption using economical values, e.g., market prices as regula tors. Decentralization is accepted as one of the defining features of the third wave of democratic transitions in Latin America and commonly understood as an index and an agent of democratization. This rather optimistic perspective is inherent in the literature which is dominated by two theories. The liberal-individualist approach, especially as advocated by the World Bank, promotes decentralization policies on the premise of their efficiency, equity, and responsiveness to local demands. Similarly, the statist approach claims that decentralization can be the route to greater accountability, transparency and participation in governance; they add that this path should be guided by political elites and institutions. These dominant views nevertheless understate the extent to which certain decentralization policies have been implemented in lockstep with neoliberalization. This book examines the relationship between global economic processes and decentralization. It argues that through decentralization policies, the imperatives of neoliberal rules of competitiveness have been diffused into local governments and economies, generating different local development models. Whether decentralization produces democratic opening at the local level is contingent on how the local economy is integrated into global economic processes, and which social and economic groups are empowered, and disempowered, in that transition.
