The SSF Guidelines are based on internationally accepted human rights standards and are to be interpreted and implemented in accordance with those standards. Their objectives are to be met through the promotion of a human rights-based approach (HRBA). This approach seeks to ensure the participation of small-scale fishing communities in non-discriminatory, transparent and accountable decision-making processes by putting particular emphasis on the needs of vulnerable and marginalized groups and developing countries. While the HRBA has been recognized by FAO as a principle that informs the design, implementation, monitoring and evaluation of programmes and projects,1 there is still limited experience in its practical application in the context of small-scale fisheries (SSF). It is therefore important to explore how the approach could support the implementation and monitoring of the SSF Guidelines. Accordingly, the workshop on “Exploring the human rights-based approach in the context of the implementation and monitoring of the SSF Guidelines” explored what the human rights-based approach means within the context of small-scale fisheries in general and the thematic areas covered by the SSF Guidelines in particular. It discussed what the HRBA entails in terms of the conduct of the various state and non-state actors to whom the SSF Guidelines are addressed as well as the needs of the different stakeholders in the various policy areas, with a view to developing guidance materials for the application of the HRBA in the implementation and monitoring of the SSF Guidelines.

Small-scale fisheries in the Mediterranean and Black Sea Region represents a key segment of the fishing sector, accounting for the greatest part of the fleet in the region and more than a half of the total workers employed in the sector. Fisher and fishworker households are exposed to different risks and vulnerabilities, including human and natural hazards. Furthermore, fisheries remain one of the most hazardous occupations with a very high fatality rate. Access to markets, financial, social and institutional services along with diversified and alternative livelihoods opportunities is often poor. Degrading fish stocks and aquatic ecosystems worsen this, along with pressure from climate change and climate-induced shocks and hazards and competition over resources with other sectors. Despite the key role social protection can have in reducing poverty and vulnerability, social protection often does not reach the small-scale fishing sector. The limited availability of accurate, robust and timely data on the sector, challenged by the high levels of informality, irregularity and seasonal nature of small-scale fishing activity, can result in the exclusion of small-scale fishers from laws governing formal employment, therefore, hindering their participation in national social protection systems. This study commissioned by the FAO and the GFCM reviewed available social protection systems in five countries in the Mediterranean (Albania, Egypt, Lebanon, Morocco and Tunisia). It identifies the conditions and vulnerabilities of fishers, along with best practices in the provision of social protection programs and policies, and proposes recommendations to improve the coverage and effective delivery of social protection programmes for small-scale fishers in the region.

These Guidelines for increasing access of small-scale fisheries to insurance services in Asia have been developed to support the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The purpose of these Guidelines is fourfold, i.e. • to increase awareness about the needs of small-scale fishers for better risk management, disaster preparedness and insurance services; • to guide policy and decision makers to help introduce insurance services to small-scale fishers, with the ultimate objective to strengthen the sustainability and ecological and economic viability of these fisheries; • to build capacity among insurance providers, fisherfolk organizations, NGOs, and concerned government agencies, to design and implement insurance programmes that suit the needs of small-scale fishing communities and enhance social protection; • to promote insurance services that incentivize and reward a responsible and sustainable conduct of fishing operations and a better preparedness for natural disasters including climate change related challenges. Today, about 783 million people live in extreme poverty. Extreme poverty is primarily a rural phenomenon, with 80 percent of the extreme poor living in rural areas, across greatly diverse rural landscapes. Despite great progress in poverty reduction, the standard of living of the poorest of the poor has remained almost unchanged in the past 35 years, signaling that a huge gap in policy making and programmatic approaches are leaving them behind. FAO has established a Corporate Framework on Rural Extreme Poverty to orient and bring to bear the relevant work of the Organization towards reaching Target 1.1 of the SDGs. Eliminating extreme poverty is directly linked to eliminating hunger (SDG 2), as well as other SDGs. When the extreme poor have means to a better life, they no longer suffer from hunger and can invest in a better future for their families and communities. The Framework reinforces the application of other Corporate Frameworks, particularly those related to gender equality, social protection, sustaining peace, and migration. This makes the Framework applicable to many areas of FAO’s work, accelerating efforts to eliminate extreme poverty in rural areas. The Framework identifies four key areas to reach the rural extreme poor: ensuring food security and nutrition, promoting economic inclusion, fostering environmentally sustainable and resilient livelihoods and preventing and protecting the extreme poor against risks and shocks. To ensure its ability to eradicate rural extreme poverty, the Framework establishes the following five deliverables: 1. Better align the areas of FAO’s mandate into global and national actions to eradicate extreme poverty. 2. Increased capacity to reach the extreme poor by undertaking poverty analysis 3. Develop dedicated and integrated approaches for the rural extreme poor. 4. Ensure that FAO’s actions do not create poverty. 5. Account for FAO’s contribution to SDG 1, and in particular, to Target 1.1.
