The SIGI Country Report for Tanzania provides a new evidence base to improve the rights and well-being of women and girls in Tanzania and promote gender equality through the elimination of discrimination in social institutions. It builds on the newly collected data – both quantitative and qualitative – on social norms and practices through a rigorous methodology and participatory approach involving a wide range of national and international stakeholders.

Building on the fifth edition of the Social Institutions and Gender Index (SIGI), the SIGI 2023 Global Report provides a global outlook of discriminatory social institutions, the fundamental causes of gender inequality. It reveals how formal and informal laws, social norms and practices limit women’s and girls’ rights and opportunities in all aspects of their lives.
Efforts to achieve gender equality will not only help sub-Saharan Africa revive its inclusive growth engine but also will ensure progress towards the Sustainable Development Goals and help address the main disruptive challenges of this century. It lays out how gender gaps interact with emerging challenges, such as digitalization, and explores the impact of global megatrends, such as climate change, on gender inequality, offering strategies for inclusive policy responses—including in a context where women and girls are still carrying a disproportionate care burden that is often not captured in economic measurement. This paper considers various dimensions and sources of gender inequality and presents policies and best practices to address these. With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics.
Monitoring systems are essential to Africa’s development effectiveness. Too often, however, monitoring is a time consuming exercise that is done exclusively for compliance. When developed with an understanding of the context within which they are implemented, monitoring systems have the potential to provide an evidence base from which progress can be evaluated and informed decisions made. The establishment, implementation, and institutionalisation of monitoring systems is a nuanced process, shaped by the unique characteristics and culture of each organisation. While ‘how to guides’ on the subject are abundant, their focus is often technical, and they do not sufficiently consider how monitoring practice links to the context of governance and development in the region, and what role monitoring systems can play to strengthen processes of reform. Monitoring Systems in Africa balances a strong theoretical foundation in governance and development with a practical approach to asking some of the big-picture questions about why and how we could more effectively build and institutionalise systems for useful monitoring. Given the scale of resources already being invested in monitoring, taking a systemic view and theoretically informed approach to monitoring can support decision-making around compliance, accountability, development effectiveness, and performance.
