This book provides a complete picture of federal housing and community development policy during the last sixty years. Since the first edition was published in 1985, the quality and quantity of published works on U.S. housing policy have increased considerably. But this book still stands out from other works in the breadth of its coverage and analysis. This second edition covers virtually every major program that has attempted to provide housing for disadvantaged persons and compares and contrasts their underlying approaches to housing problems. It also examines the impact of major community development programs—urban renewal and Community Development Block Grants—on urban housing. The coverage of U.S. housing policy extends through the first year of the Clinton administration. Most notably, Hays calls into question the generally negative appraisal of housing programs that is widespread in the public policy and urban politics literature. He shows that although most of these programs have experienced major problems, none has been an unqualified failure, and most have improved the housing conditions of millions of people. America is in the midst of a rental housing affordability crisis. More than a quarter of those that rent their homes spend more than half of their income for housing, even as city leaders across the United States have been busily dismantling the nation's urban public housing projects. In After the Projects, Lawrence Vale investigates the deeply-rooted spatial politics of public housing development and redevelopment at a time when lower-income Americans face a desperate struggle to find affordable rental housing in many cities. Drawing on more than 200 interviews with public housing residents, real estate developers, and community leaders, Vale analyzes the different ways in which four major American cities implemented the federal government's HOPE VI program for public housing transformation, while also providing a national picture of this program. Some cities attempted to minimize the presence of the poorest residents in their new mixed-income communities, but other cities tried to serve as many low-income households as possible. Through examining the social, political, and economic forces that underlie housing displacement, Vale develops the novel concept of governance constellations. He shows how the stars align differently in each city, depending on community pressures that have evolved in response to each city's past struggles with urban renewal. This allows disparate key players to gain prominence when implementing HOPE VI redevelopment. South End Community Development Inc. was a new idea when Whittlesey accepted its directorship. He worked with the United South End Settlements staff on a successful proposal to rehabilitate South End houses in one of Bostons urban renewal areas. They received a grant from the US Federal Housing and Home Agencies for $205,000 matched with a contribution of $50,000 from the United South End Settlements and $75,000 from the Committee of the Permanent Charity Fund, now known as the Boston Foundation. This book tells the story of the completion of that Demonstration Program, of its transformation into a technical assistance corporation, and its expansion into the Greater Boston area. Convinced that financing was key for successful affordable housing ventures, Whittlesey accepted the directorship of the Boston Housing Partnership (BHP). BHP organized the projects, raised financing for them, and had local community development corporations own and operate them. BHP became a model for the nation. Conducting a national survey and identifying the presence of significant housing organizations around the country, Whittlesey then left BHP to head up the organization of a national association of housing partnerships, now known as the Housing Partnership Network (HPN). With a hundred members, by 2014, HPN had collectively developed and preserved over three hundred thousand units of affordable rental housing and built, rehabilitated, or financed sixty-three thousand single-family homes.
