In the face of accelerated economic globalisation, many of the industries in economically less developed countries have become more technology-intensive. Skill formation processes, both inside and outside firms, are therefore changing. This study scrutinises such transformations by comparing - from the perspective of historical institutionalism - the skill formation regimes of the garment industries in Sri Lanka and Bangladesh. It sheds light on the differences between the trajectories of the in-firm skill formation regimes of the two countries, and reveals the important part that varying paths of educational development in both countries have played in shaping these trajectories. At the same time, the study shows how, in both countries, state-led skill formation regimes have been transformed not only by market forces and the growing importance of corporate business interests, but also by the social demand for educational credentials.

This book puts Indian garment workers and their organisations at the centre of the analysis. Taking the Bangalore export-garment cluster as a case study, the book explores the conditions that enable but also constrain the capacities of garment workers’ unions to build collective power vis-à-vis employers and thereby improve their conditions. Drawing on theoretical concepts from labour geography, relational economic geography, and Global Production Network (GPN) analysis, the book highlights, on the one hand, how the complex labour control regime in the Bangalore export-garment cluster poses manifold challenges and constraints for workers’ and unions’ collective agency. On the other hand, the book illustrates the various networked agency strategies that local garment unions in Bangalore have developed over the years to overcome these constraints by tapping into coalitional power resources from worker, consumer and labour rights organisations in the Global North. The volume scrutinizes the fundamentally uneven character of industrial production and working class formation by bringing together anthropologists specializing on industrial labour in various locations from South America, Western and Eastern Europe, North Africa, and South Asia. Through their engagement with Leon Trotsky’s concept of ‘uneven and combined development’ the authors unravel the complex relations that connect (and disconnect) labour in their sites of research with workers in other places and other times. Asia has undergone rapid transformation over the past several decades as many countries have embraced new technologies and the processes of globalisation. Over this period the inflow of foreign capital into the region, the level of trade amongst these countries, and trade with other parts of the world has increased substantially. The ensuing economic growth has led to some significant changes in labour markets and the demand for skilled employees and their deployment within organisations. Focusing on a number of developed and developing Asian economies, this book explores the dynamics of workforce development and skill formation, and considers questions of both skills shortages and skills gaps. The book assesses the current state of training in the selected Asian economies, the weaknesses and strengths of their various training approaches, and what the present state of training means for the future economic development of these economies.
Impressive strands of research have shown the emergent reality of increasing world-level interconnection in almost every field of social action. As a consequence, theories and models have been developed which are aimed at conceptualising this new reality along the lines of an ‘institutionalised’ World Culture. This offers a new understanding of the worldwide diffusion of specifically modern – i.e. mainly Western – rules, ideologies and organisational patterns, and of attendant harmonisation and standardisation of fields of social action. World Culture theories have not gone unchallenged. Rather, cross-cultural studies have revealed much more complex processes of regional fragmentation and (re-)diversification; of the refraction, appropriation, and hybridisation, through distinct socio-cultural conditioning, of world-level models and ideas; and of the ongoing effectiveness both of structural path-dependencies and of specifically cultural aspects such as collective memories, social meanings, and religious (or ideological) belief systems. Comparative research has thus highlighted an intricate simultaneity of contrary currents: of the increasing world-level interconnection of communication and exchange relations on the one hand, and, on the other, the persistence of context-specific interpretations, translations, and deviation-generating re-contextualisations of world-level forces and challenges. This research provides the theoretical problematique that animates this volume. The chapters explore the conceptual tools and explanatory power of theories and models which do not just oppose or reject World Culture theory, but are instead suited to complementing and differentiating it. The volume offers an enlightening conceptualisation of the intricate interaction of global processes with local agency, and of world-level forces with the self-evolutionary potentials inherent in specific contexts, socio-cultural structures, and distinctive meanings constellations. This book analyzes the structural factors that underlie the persistent mass poverty and extreme inequality in South Asian countries. It highlights the fact that the supposed trade-off between output growth and job creation is a false dilemma. Growth can create jobs, and jobs can drive growth, mutually reinforcing one another. Increased employment and better jobs would mitigate the problems arising from a widening inequality gap. The book argues that policies focused on employment generation, mostly through industrialization, are the way forward in terms of providing livelihoods, sustaining growth and reducing inequality. The book is divided into two main parts. Part A explores cases in selected countries in South Asia in detail, primarily focusing on the opportunities and challenges of job creation in the manufacturing sector, as well as related issues, including constraints on manufacturing-sector growth in South Asia, exports and trade linkages, participation in value chains and the role of investment. In turn, Part B addresses a number of aspects that can promote a deeper understanding of strategies for industrialization and employment creation in the South Asian context, including regional cooperation, skill development, and industrial competitiveness.
