DOWNLOAD EBOOKExcerpt from Sixth Annual Report of the Board of Education: For the Year Ending February 1, 1860 These remarks do not apply so much to the coun try as they do to the cities and towns where the schools are kept up during the greater part of the year. As an introduction to a reform that must soon er or later take place, I would suggest the propriety of applying to the next Legislature for a law author izing those cities and towns that keep up yearly schools, to regulate the age of admission, as shall, to the guardians of those schools, seem best. In Ger many, Switzerland and Austria, none under six are admitted to the free schools. The same is true of many of our own cities and towns.
