This collection of papers is the fifth in a series of volumes on the work of the Comparative Austronesian Project. Reflecting the unique experience of fourteen ethnographers in as many different societies, the papers in this volume explore how people in the Austronesian-speaking societies of the Asia-Pacific have traditionally constructed their relationship to land and specific territories. Focused on the nexus of local and global processes, the volume offers fresh perspectives to current debate in social theory on the conflicting human tendencies of mobility and emplacement.
Drawing on extensive ethnographic fieldwork, this study explores the ideas of belonging and citizenship among former pro-autonomy East Timorese who have elected to settle indefinitely in West Timor. The study follows different East Timorese groups and examines various ways they construct and negotiate their socio-political identities following the violent and destructive separation from their homeland. The East Timorese might have had Indonesia as their destination when they left the eastern half of the island in the aftermath of the referendum, but they have not relinquished their cultural identities as East Timorese. The study highlights the significance of the notions of origin, ancestry and alliance in our understanding of East Timorese place-making and belonging to a particular locality. Another feature of belonging that informs East Timorese identity is their narrative of sacrifice to maintain connections with their homeland and move on with their lives in Indonesia. These sacrificial narratives elaborate an East Timorese spirit of struggle and resilience, a feature further exemplified in the transformation of their political activities within the Indonesian political system.
While considerable research and on-ground project work focuses on the interface between Indigenous/local people and nature conservation in the Asia-Pacific region, the interface between these people and cultural heritage conservation has not received the same attention. This collection brings together papers on the current mechanisms in place in the region to conserve cultural heritage values. It will provide an overview of the extent to which local communities have been engaged in assessing the significance of this heritage and conserving it. It will address the extent to which management regimes have variously allowed, facilitated or obstructed continuing cultural engagement with heritage places and landscapes, and discuss the problems agencies experience with protection and management of cultural heritage places.
Traditional valuation approaches are increasingly recognised as being insufficient to address the wicked valuation problems of the diverse peoples and groups that inhabit the globe from north, south, east to west. This book demonstrates the limitations of science and, in particular economics, as the foundation on which valuations are traditionally based. It demonstrates the importance of and provides justification for the personal, cultural values and norms which underpin our assessment of "value", and the fact that these vary across the world. In Wicked Valuations Michael McDermott develops a means of engaging with highly complex valuation problems. His autoethnography provides a lens to draw on knowledge and experience from his 40 years in land valuation in Africa and the Asia-Pacific, while documentary analysis is used to draw in the views of other valuation practitioners and scholars who are becoming increasingly aware of the need to develop ways to adapt land valuation processes to the complexity of our contemporary landscapes.
Exploring a topic of vital and ongoing importance, Traditional Forest Knowledge examines the history, current status and trends in the development and application of traditional forest knowledge by local and indigenous communities worldwide. It considers the interplay between traditional beliefs and practices and formal forest science and interrogates the often uneasy relationship between these different knowledge systems. The contents also highlight efforts to conserve and promote traditional forest management practices that balance the environmental, economic and social objectives of forest management. It places these efforts in the context of recent trends towards the devolution of forest management authority in many parts of the world. The book includes regional chapters covering North America, South America, Africa, Europe, Asia and the Australia-Pacific region. As well as relating the general factors mentioned above to these specific areas, these chapters cover issues of special regional significance, such as the importance of traditional knowledge and practices for food security, economic development and cultural identity. Peace-building in a number of contemporary contexts involves fragile states, influential customary systems and histories of land conflict arising from mass population displacement. This book is a timely response to the increased international focus on peace-building problems arising from population displacement and post-conflict state fragility. It considers the relationship between property and resilient customary systems in conflict-affected East Timor. The chapters include micro-studies of customary land and population displacement during the periods of Portuguese colonization and Indonesian military occupation. Throughout Oceania, land is central to identity because it is understood to be spiritually nourishing and sustaining. Land is the mother. Land, and the kinship it nurtures, is the basis for sustaining livelihoods and ways of life. Therefore, Indigenous dispossession from the land has deep and far-reaching consequences. My Land, My Life: Dispossession at the Frontier of Desire explores the land rush that took place in Vanuatu from 2001 to 2014 which resulted in over ten percent of all customary land being leased. In this book, Siobhan McDonnell offers new insights into the drivers of capitalist land transformations. Using multi-scalar and multi-sited ethnography, she describes not simply a linear march toward commodification of the landscape by foreign interests, but a complex web replete with the local powerful Indigenous men involved in manipulating power and property. McDonnell meticulously describes land-leasing processes and maps the relationships between investors, middlemen, and local men. She shows how property is a tool with which foreigners reassert capitalism and neocolonial control over Indigenous landscapes. The legal identity of “landowner” contains foundational contradictions between the rights established in Vanuatu’s kastom system and those afforded by property, as individualized rights over land. Property has also created sites for the production of masculine authority and enabled men to manipulate claims to land and entrench their personal power. This book explores how transactions of customary land have created new domains of agency and frontiers of desire: foreign desire to possess land and local desire to lease land for cash. It concludes with a discussion of Vanuatu’s constitutional and land reform package, drafted by the author, which took effect in 2014 and delivered a more empathetic approach to Indigenous land rights and ended the land rush. Informed by decades of study, legal work, and community engagement, My Land, My Life demonstrates an engaged anthropological practice based on reciprocity that responds directly to what Indigenous people have asked for. This book is certain to appeal to a wide range of scholars as well as policy makers.
The book examines whether the protection of Intangible Cultural Heritage (ICH) by Indonesia and Malaysia upheld the interests of the various communities from which the cultural heritage originates, and whether the laws recognise that cultural heritage is often shared with other states and communities. The legal classifications of various indigenous communities and the interpretations of ‘indigeneity’ in the two countries have presented problems in the context of ICH protection. The state is regarded as holding the intellectual property rights for some forms of ICH and this also posed problems in the implementation of the laws to protect the communities’ ICH. This book employs a community-based perspective and adopts a multidisciplinary approach in exploring questions of the rights to and benefits of heritage. This book will be useful for students, academics and policy makers with an interest in international law, heritage and intellectual property rights.
This collection of essays charts the intellectual trajectory of Barbara Glowczewski, an anthropologist who has worked with the Warlpiri people of Australia since 1979. She shows that the ways Aboriginal people actualise virtualities of their Dreaming space-time into collective networks of ritualised places resonate with Guattarian and Deleuzian concepts. Inspired by the art and struggles of different Indigenous people and other discriminated groups, especially women, Glowczewski draws on her own conversations with Guattari, and her debates with various scholars to deliver an innovative agenda for radical anthropology.
