Modern warfare is becoming increasingly defined by distance. Today, many Western and non-Western states have shied away from deploying large numbers of their own troops to battlefields. Instead, they have limited themselves to supporting the frontline fighting of local and regional actors against non-state armed forces through the provision of intelligence, training, equipment and airpower. This is remote warfare, the dominant method of military engagement now employed by many states. Despite the increasing prevalence of this distinct form of military engagement, it remains an understudied subject and considerable gaps exist in the academic understanding of it. Bringing together writers from various backgrounds, this edited volume offers a critical enquiry into the use of remote warfare.
As Africa’s strategic importance has increased over the past decade and a half, United States security cooperation with the continent has expanded. The most visible dimension of this increased engagement was the establishment of the U.S. Military Command for Africa (AFRICOM). Some critics are skeptical of AFRICOM’s purpose and see the militarization of U.S. Africa policy while others question its effectiveness. Recognizing the link between development and security, AFRICOM represents a departure from the traditional organization of military commands because of its holistic approach and the involvement of the Department of State as well as other U.S. government stakeholders. Nevertheless, AFRICOM’s effort to combine security and development faces formidable conceptual and operational challenges in trying to ensure both American and African security interests. The human security perspective’s emphasis on issues that go beyond traditional state-centered security to include protecting individuals from threats of hunger, disease, crime, environmental degradation, and political repression as well as focusing on social and economic justice is an important component of security policy. At the same time, the threat of violent extremism heavily influences U.S. security cooperation with Africa. In this examination of the context of U.S.-African security relations, Robert J. Griffiths outlines the nature of the African state, traces the contours of African conflict, surveys the post-independence history of U.S. involvement on the continent, and discusses policy organization and implementation and the impact of U.S. experiences in Iraq and Afghanistan on the U.S.-Africa security relationship. Africa’s continuing geostrategic significance, the influence of China and other emerging markets in the region, and America’s other global engagements, especially in light of U.S. fiscal realities, demonstrate the complexity of U.S.-African security cooperation.
First published in 1998, Peacekeeping in Africa was written to help make up the shortfall in the number of books that concentrated specifically on peacekeeping in Africa. The book covers the main peacekeeping operations of Africa, and provides a wealth of background material. In doing so, it explores the policies and actions of the international organisations concerned and the participating African states. It also considers the impact of sub-regional powers and the role of the USA, Britain, and France. Comprising three parts, Peacekeeping in Africa examines world perspectives, case studies, and wider issues surrounding Africa’s peacekeeping operations.
The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.

Over the past few years, a significant and growing share of CSDP missions and operations has been devoted to training and capacity-building in fragile countries and regions in Africa, from the Horn to the Great Lakes, from the Sahel to the Gulf of Guinea. While this shift in focus and emphasis reflects the challenges that the EU and the wider international community are increasingly confronted with in Africa, it is a fact that the efforts put into such activities have produced very modest results so far. It is therefore legitimate to wonder what is going wrong, and why. African armies are very different from one another, and they are also very different from European (and more generally Western) armies. Their historical roots and traditions, the way they were shaped after independence, their domestic functions and operational roles tend to vary significantly (although they are not completely unrelated to past European experiences) and, above all, cannot be reduced to a single, normative 'developmental' model, hence the need to differentiate the approaches and calibrate the actions. This Report was planned and prepared with this in mind: to offer at the same time a bird's eye view and a qualitative analysis of what the African armies we deal with (and invest in) actually are, and what they are not; to explore what they can (and possibly should) do, and what they cannot; and to present both the regional expert and the layman, both the academic and the practitioner, with an accessible and hopefully stimulating read on a policy issue that matters a great deal for our common security in an increasingly complex, connected and contested world.
This book examines peacekeeping in Africa, exploring how the various actors are forming an African security regime complex. The changing dynamics of peacekeeping in today’s world have encouraged a more cooperative approach between international and regional actors. At the centre of this book is the analysis of how an African security regime complex could emerge in the area of cooperative peacekeeping. The African regime complex on peacekeeping includes a number of organizations at the regional and sub-regional African level, as well as global institutions such as the UN, interregional partners like the EU and individual lead nations. This book is the first in providing a systematic overview of peacekeeping doctrines, capacities and deployments of these key actors and single lead states. Theoretically, the book links up with regime complexity scholarship but connects it with dependency theory. Here inter-institutional relations are conceptualised as acts of resource exchange. The book explores how primarily international organizations are partnering by exchanging resources. Empirically, the study analyses the phenomenon of regime complexity in three prominent African crises covering Eastern Africa (Somalia), Central African (Central African Republic) and Western Africa (Mali). This book will be of much interest to students of peacekeeping, international organisations, African politics, security studies and IR in general.
This edited volume uses theoretical overviews and empirical case studies to explore both how soldiers cope with the new forms of cultural diversity occurring within various multinational military operations, and how their organizations manage them. Military organizations, like other complex organizations, are now operating in an ever more diverse environment, with the missions themselves being ever more varied, and mostly conducted in a multinational framework. Members of the military have to deal with a host of international actors in the theatre of operations, and do so in a foreign cultural environment, often in countries devastated by war. Such conditions demand a high level of intercultural competence. It is therefore crucial for military organizations to understand how military personnel manage this cultural diversity. This book will be of much interest to students of peace operations, military studies, international security, as well as sociology and business studies.
