DOWNLOAD EBOOKExcerpt from Second Annual Report of the Commissioner of Highways for the State of Maine for the Year 1906 The law establishing the office of Commissioner of Highways provides that it shall be the duty of the commissioner to make an annual report to the governor and council of his doings, and the expenditures of his office, together with such statements bearing upon the construction and maintenance of ways, and suggestions and recommendations, concerning the same, as he deems appropriate, including recommendations for any legisla tion which to him seems expedient and necessary. One year ago a report was issued which dealt almost entirely with suggestions as to construction and maintenance of ways, at the same time pointing out some of the glaring defects in the system of road administration as practised in a majority of the towns in the state.
