"Increasingly, the armed forces and a vision of security as emphasizing hard rather than soft security have come to the fore in Moscow's national security policy process. Due to this institutionally-driven vision, Russia sees itself facing increasing military-political and strategic threats all along its frontiers. Recent Russian policies reflect that perception and Moscow's adaptation to it. We may think this threat perception to be misguided, even bizarrely misconceived, given our own beliefs about what American policy is and what its goals are. Nevertheless, the strongest forces in the Russian policy community have bought into that vision and have made policy accordingly. Therefore, the key point that readers should take as they read these papers together is that Russian and American perspectives and policies are mutually interactive. This work examines the CFE Treaty as a factor in Russia’s foreign and security policy. Moscow showed amazing persistence in their relationship with the "cornerstone of European security." Their approach to the treaty was a genuine attempt to shape the security environment in Europe and the former USSR. The treaty also enabled the dismantling of large conventional forces as they returned from Eastern Europe and transitioned into the armies of the newly independent states of the former USSR. The CFE Treaty, though, proved ineffective at constraining the enlargement of NATO. Simultaneously, Moscow’s foreign and security policy evolved from one that focused on the domestic development of the country to that of a more confident state reasserting itself as a great power. Drawing extensively on primary sources and analyses by Russian authors, this book employs two historical narratives, case studies, and a conceptual framework to show that while Moscow remained engaged with the CFE Treaty, undesired effects on Russia’s national interests gradually accrued at the expense of desired ones, leading Vladimir Putin to withdraw Russia from the treaty as an act of de-coupling from the "collective West." Moscow's use of its military abroad in recent years has radically reshaped perceptions of Russia as an international actor. With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.
