Roma Diplomacy is an anthology of papers written or inspired by the DiploFoundation's 2005?2006 Roma Diplomacy project, aimed at facilitating the creation of Roma ?public diplomats? with the ability to bridge the gap between Roma civil society and governments/European Union institutions. The papers in this volume cover a wide range of topics'from a consideration of what the term Roma Diplomacy means to research aimed at promoting awareness of the situation of Roma in different regions and countries. Many of the papers offer recommendations for policymakers, providing a strong starting point for the emergence of a Roma ?think tank, ? one of the long-term goals of the Roma Diplomacy project.

Quiet Diplomacy in Action is the first comprehensive account of the work of Max van der Stoel as High Commissioner on National Minorities for the Organization for Security and Co-operation in Europe (OSCE). Because Van der Stoel worked discreetly, until now very little has been written about his activities. This book takes the reader behind the scenes to explain why the post of High Commissioner was created, what his mandate is, how he worked in practice, and what recurrent themes and issues he encountered. Quiet Diplomacy in Action also gives a detailed summary of the High Commissioner's activities in the more than fifteen countries that he was involved with between 1993 and 2001. For the last three decades, the international response to the adverse conditions of Roma has been intensive, producing a plethora of educational policies, reforms, and strategies that have been developed and implemented. This edited volume gathers together prominent international scholars, advocates and activists, with the purpose of offering a comprehensive and integrated understanding of how historical, political, and cultural forces shape educational experiences and social policy for the Roma population in Europe. Moving from the fall of the Berlin Wall in 1989 to the present day, this book traces the trajectory of the six East Central European former satellites of the Soviet Union (Poland, Hungary, the Czech Republic, Slovakia, Romania, Bulgaria) that have joined the European Union. It seeks in particular to explain these countries’ disenchantment with the “return to Europe” in spite of their significant advances. The book proceeds country by country and then devotes chapters to some contemporary issues, such as minorities, migration, and the relations of these “new” members with the European Union as a whole. The book eschews theory and is intended for a general audience, including students at all levels in political science and history classes devoted to the EU and to contemporary Europe, and to an academic and practitioner audience interested in world affairs and the evolution of the European Union. The book strives to fill a persistent knowledge gap in the English-speaking world concerning East Central Europe, and to offer fresh insights about the region in the context of contemporary geopolitics.
In Rome, Global Dreams, and the International Origins of an Empire, Sarah Davies explores how the Roman Republic evolved, in ideological terms, into an “Empire without end.” This work stands out within Roman imperialism studies by placing a distinct emphasis on the role of international-level norms and concepts in shaping Roman imperium. Using a combination of literary, epigraphic, and numismatic evidence, Davies highlights three major factors in this process. First is the development, in the third and second centuries BCE, of a self-aware international community with a cosmopolitan vision of a single, universalizing world-system. Second is the misalignment of Rome’s polity and concomitant diplomatic practices with those of its Hellenistic contemporaries. And third is contemporary historiography, which inserted Rome into a cyclical (and cosmic) rise-and-fall of great power.
The region between the Baltic and the Black Sea was marked by a set of crises and conflicts in the 1920s and 1930s, demonstrating the diplomatic, military, economic or cultural engagement of France, Germany, Russia, Britain, Italy and Japan in this highly volatile region, and critically damaging the fragile post-Versailles political arrangement. The editors, in naming this region as "Middle Europe" seek to revive the symbolic geography of the time and accentuate its position, situated between Big Powers and two World Wars. The ten case studies in this book combine traditional diplomatic history with a broader emphasis on the geopolitical aspects of Big-Power rivalry to understand the interwar period. The essays claim that the European Big Powers played a key role in regional affairs by keeping the local conflicts and national movements under control and by exploiting the region's natural resources and military dependencies, while at the same time strengthening their prestige through cultural penetration and the cultivation of client networks. The authors, however, want to avoid the simplistic view that the Big Powers fully dominated the lesser players on the European stage. The relationship was indeed hierarchical, but the essays also reveal how the "small states" manipulated Big-Power disagreements, highlighting the limits of the latters' leverage throughout the 1920s and the 1930s.
