Rising Powers and State Transformation advances the concept of ‘state transformation’ as a useful lens through which to examine rising power states’ foreign policymaking and implementation, with chapters dedicated to China, Russia, India, Brazil, Indonesia and Saudi Arabia. The volume breaks with the prevalent tendency in International Relations (IR) scholarship to treat rising powers as unitary actors in international politics. Although a neat demarcation of the domestic and international domains, on which the notion of unitary agency is premised, has always been a myth, these states’ uneven integration into the global political economy has eroded this perspective’s empirical purchase considerably. Instead, this volume employs the concept of ‘state transformation’ as a lens through which to examine rising power states’ foreign policymaking and implementation. State transformation refers to the pluralisation of cross-border state agency via contested and uneven processes of fragmentation, decentralisation and internationalisation of state apparatuses. The volume demonstrates the significance of state transformation processes for explaining some of these states’ key foreign policy agendas, and outlines the implications for the wider field in IR. With chapters dedicated to all of today’s most important rising power states, Rising Powers and State Transformation will be of great interest to scholars of IR, international politics and foreign policy. This book examines and compares the diverging security approaches of the UK, China and India in peacebuilding settings, with a specific focus on the case of Nepal. Rising powers such as China and India dissent from traditional templates of peacebuilding and apply their own methods to respond to security issues. This book fills a gap in the literature by examining how emerging actors (China and India) engage with security and development and how their approaches differ from those of a traditional actor (the UK). In the light of democratic peace and regional security complex theories, the book interprets interview data to compare and contrast the engagement of these three actors with post-war Nepal, and the implications for security sector governance and peacebuilding. It contends that the UK helped to peacefully manage transition but that the institutional changes were merely ceremonial. China and India, by contrast, were more effective in advancing mutual security agendas through elite-level interactions. However, the ‘hardware’ of security, for example material and infrastructure support, gained more consideration than the ‘software’ of security, such as meritocratic governance and institution building. This book will be of much interest to students of peacebuilding, development studies, Asian politics, security studies and International Relations in general.
This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
As the world enters the third decade of the twenty-first century, far-reaching changes are likely to occur. China, Russia, India, and Brazil, and perhaps others, are likely to emerge as contenders for global leadership roles. War as a system-changing mechanism is unimaginable, given that it would escalate into nuclear conflict and the destruction of the planet. It is therefore essential that policymakers in established as well as rising states devise strategies to allow transitions without resorting to war, but dominant theories of International Relations contend that major changes in the system are generally possible only through violent conflict. This volume asks whether peaceful accommodation of rising powers is possible in the changed international context, especially against the backdrop of intensified globalization. With the aid of historic cases, it argues that peaceful change is possible through effective long-term strategies on the part of both status quo and rising powers.
Since its establishment, the UN's Peacebuilding Architecture (PBA) has been involved in peacebuilding processes in more than 20 countries. This edited volume takes stock of the overall impact of the PBA during its first decade in existence, and generates innovative recommendations for how the architecture can be modified and utilized to create more synergy and fusion between the UN's peace and development work. The volume is based on commissioned research and independent evaluations as well as informed opinions of several key decision-makers closely engaged in shaping the UN's peacebuilding agenda. It seeks to find a balance between identifying the reality and constraints of the UN's multilateral framework, while being bold in exploring new and innovative ways in which the UN can enhance the results of its peace and development work through the PBA. The research and writing of each chapter has been guided by four objectives: to assess the overall impact of the PBA; to generate innovative ideas for how the PBA can be made more effective post-2015; to analyze the PBA’s role at the nexus of the UN's peace and development work; and to consider what would be required for the PBA to increase and improve its impact in future. It will be of interest to diplomats, UN officials, the policy community and scholars engaged in the debate following the 2015 review and the implementation of its recommendations, and will be an essential resource for UN and peacebuilding scholars.
The conventional portrayal of Japan’s role in international affairs is of a passive political player which – despite its position as the world’s second largest economic power – punches below its weight on the world stage: its foreign policy driven by Washington, mercantilism and constrained by domestic pacifism. This book examines Japan’s emerging identity as an important participant in conflict prevention and peace-building in Southeast and South Asia, demonstrating that Japan has increasingly sought a positive and active political role commensurate with its economic pre-eminence. The book considers Japanese involvement in many of the region’s most serious recent conflicts: including Japan’s part in the brokering and maintaining of peace in Cambodia, which in 1992 saw the first dispatch of troops abroad by Tokyo since the end of World War II, and the attempts to bring peace to Aceh, Sri Lanka, East Timor and Mindanao. The Japanese example, when compared with other countries prominent in the fields of conflict prevention, suggests that Tokyo – given its pacifist strategic culture – relies on diplomacy and Official Development Assistance rather than peace enforcement through military means. Overall, this book provides a lucid appraisal of Japan’s overall foreign policy, as well as its new role in conflict prevention and peace-building - analysing the reasons behind this shift towards an active international role and assessing the degree of success it has enjoyed.
Alliance politics is a regular headline grabber. When a possible military crisis involving Russia, North Korea, or China rears its head, leaders and citizens alike raise concerns over the willingness of US allies to stand together. As rival powers have tightened their security cooperation, the United States has stepped up demands that its allies increase their defense spending and contribute more to military operations in the Middle East and elsewhere. The prospect of former President Donald Trump unilaterally ending alliances alarmed longstanding partners, even as NATO was welcoming new members into its ranks. Military Alliances in the Twenty-First Century is the first book to explore fully the politics that shape these security arrangements – from their initial formation through the various challenges that test them and, sometimes, lead to their demise. Across six thematic chapters, Alexander Lanoszka challenges conventional wisdom that has dominated our understanding of how military alliances have operated historically and into the present. Although military alliances today may seem uniquely hobbled by their internal difficulties, Lanoszka argues that they are in fact, by their very nature, prone to dysfunction.
