R. 833; August 9, 1994 The other feature we believe is vital to the legislation is a sun shine provision for public review and comment on refuge activities and uses. The Senate bill currently would permit elimination of public review provisions if the review had been provided during the planning process. We cannot agree that such a narrowing of public input to refuge management decisions is desirable. The right of all refuge users and supporters to voice their opinions and concerns about refuge management should be preserved in this bill. Mr. Chairman, I have listed my major concerns, or our major concerns in my testimony, and I won't go over those again. The U.S. Fish and Wildlife Service (Service) prepared this Comprehensive Conservation Plan (CCP) and Final Environmental Assessment (EA) to guide the management of Wheeler National Wildlife Refuge (NWR) Complex with refuges located in Jackson, Lauderdale, Limestone, Madison, and Morgan Counties, Alabama. The plan outlines programs and corresponding resource needs for the next 15 years, as mandated by the National Wildlife Refuge System Improvement Act of 1997. Before the Service began planning, it conducted a biological and public use review of the wildlife, habitat, and visitor services management programs at each refuge. Three public scoping meetings were then held to solicit public opinion of the issues the plan should address.
