Restoring Trust in Governance : India’s 2020’s Challenge is a companion volume to M G Warrier’s 2018 book “India’s Decade of Reforms” which looked at the initiatives taken by Government of India and RBI to restore the country’s economic health by an appropriate diagnosis of factors that stalled the 1990’s initiatives to introduce economic and financial sector reforms. GOI and RBI are taking forward reform initiatives to revamp the institutional system in the financial sector by infusing transparency and professionalism in policy formulation and introducing structural alterations wherever necessary. This book focuses on policy initiatives necessary to retrieve Indian Economy and the Indian Financial Sector from the present crisis-like situation. Areas covered in this book include agenda for the second Modi government at the centre (2019-24), pros and cons of privatizing public sector, approach towards gold management. Reserve Bank of India’s role in confidence boosting viewed in the context of monetary policy implementation since the setting up of Monetary Policy Committee (MPC), some aspects of macroeconomic policy challenges before the Reserve Bank of India, need for a strong central bank, conflicts in formulation and implementation of monetary and fiscal policies. Finally, in a separate Section, namely ‘Professionalizing Financial System’ we look at measures being taken to professionalize and strengthen the Financial Sector with focus on regulation and supervision of the banking system.
This book explores trust in government from a variety of perspectives in the Asian region. The book is divided into three parts, and there are seven Asian countries that have been covered by ten chapters. The first part contains three chapters which focus on two East Asian governments – Hong Kong and Taiwan. The second part includes case studies from two Southeast Asian countries – Thailand and Philippines. The third part consists of four chapters dealing with two South Asian countries – India and Bangladesh. The last chapter analyzes governance failure (i.e., the absence of trust) as uncertainty from a theoretical perspective.

The ability of governments and the global community to achieve the Millennium Development Goals, ensure security, and promote adherence to basic standards of human rights depends on people's trust in their government. However, public trust in government and political institutions has been declining in both developing and developed countries in the new millennium. One of the challenges in promoting trust in government is to engage citizens, especially the marginalized groups and the poor, into the policy process to ensure that governance is truly representative, participatory, and benefits all.
Trust and confidence are topical issues. Pundits claim that citizens trust governments and public services increasingly less - identifying a powerful new erosion of confidence that, in the US, goes back at least to Watergate in the 1970s. Recently, media exposure in the UK about MP expenses has been extensive, and a court case ruled in favor of publishing expense claims and against exempting MPs from the scrutiny which all citizens are subject to under ‘freedom of information.’ As a result, revelations about everything from property speculation to bespoke duck pond houses have fueled public outcry, and survey evidence shows that citizens increasingly distrust the government with public resources. As the US faced its lowest levels of reported trust in government, the COVID-19 crisis revealed the essential service that various federal agencies provide as sources of information. This Element explores variations in trust across various levels of government and government agencies based on a nationally-representative survey conducted in March of 2020. First, it examines trust in agencies including the Department of Health and Human Services, state health departments, and local health care providers. This includes variation across key characteristics including party identification, age, and race. Second, the Element explores the evolution of trust in health-related organizations throughout 2020 as the pandemic continued. The Element concludes with a discussion of the implications for agency-specific assessments of trust and their importance as we address historically low levels of trust in government.
