Political and civil discourse in the United States is characterized by “Truth Decay,” defined as increasing disagreement about facts, a blurring of the line between opinion and fact, an increase in the relative volume of opinion compared with fact, and lowered trust in formerly respected sources of factual information. This report explores the causes and wide-ranging consequences of Truth Decay and proposes strategies for further action.

Enthusiasm for the approach peaked during the Johnson administration, when it was applied to everything from military command and control systems to poverty in American cities. Although its failure in the social sphere, coupled with increasing skepticism about the role of technology and "experts" in American society, led to a retrenchment, systems methods are still part of modern managerial practice. This groundbreaking book charts the origins and spread of the systems movement. It describes the major players including RAND, MITRE, Ramo-Wooldrige (later TRW), and the International Institute of Applied Systems Analysis—and examines applications in a wide variety of military, government, civil, and engineering settings. The book is international in scope, describing the spread of systems thinking in France and Sweden. The story it tells helps to explain engineering thought and managerial practice during the last sixty years.
Among the hottest flashpoints in the world today, the Taiwan Strait cannot be ignored by U.S. policymakers and diplomats. China regularly rattles its saber to intimidate Taiwan and influence U.S. policy but has thus far stopped short of overt military action. This report analyzes the steps Taiwan should take to bolster the odds in its favor should a conflict with the mainland occur and describes how the United States can most effectively contribute in both peace and crisis. The authors conclude that the United States and Taiwan can take a number of fairly simple and relatively inexpensive measures - including hardening air bases and other facilities and upgrading the air defense command and control system - that would significantly enhance Taiwan's ability to defend itself against a large-scale Chinese attack.
The Office of the Under Secretary of Defense (Personnel & Readiness), referred to throughout this report as P&R, is responsible for the total force management of all Department of Defense (DoD) components including the recruitment, readiness, and retention of personnel. Its work and policies are supported by a number of organizations both within DoD, including the Defense Manpower Data Center (DMDC), and externally, including the federally funded research and development centers (FFRDCs) that work for DoD. P&R must be able to answer questions for the Secretary of Defense such as how to recruit people with an aptitude for and interest in various specialties and along particular career tracks and how to assess on an ongoing basis service members' career satisfaction and their ability to meet new challenges. P&R must also address larger-scale questions, such as how the current realignment of forces to the Asia-Pacific area and other regions will affect recruitment, readiness, and retention. While DoD makes use of large-scale data and mathematical analysis in intelligence, surveillance, reconnaissance, and elsewhereâ€"exploiting techniques such as complex network analysis, machine learning, streaming social media analysis, and anomaly detectionâ€"these skills and capabilities have not been applied as well to the personnel and readiness enterprise. Strengthening Data Science Methods for Department of Defense Personnel and Readiness Missions offers and roadmap and implementation plan for the integration of data analysis in support of decisions within the purview of P&R.
