A report documenting the study was completed in June, 1968. Planning was directed by a Field Coordinating Committee composed of representatives of the U. S. Departments of Agriculture; Army; Commerce; Health, Education, and Welfare; Interior; the Federal Power Commission; and the four states involved Arkansas, Louisiana Oklahoma, and Texas.
