This study by Larry J. Woods and Colonel Timothy R. Reese analyzes the massive turmoil afflicting the nation of Sierra Leone, 1995-2002, and the efforts by a variety of outside forces to bring lasting stability to that small country. The taxonomy of intervention ranged from private mercenary armies, through the Economic Community of West African States, to the United Nations and the United Kingdom. In every case, those who intervened encountered a common set of difficulties that had to be overcome. Unsurprisingly, they also discovered challenges unique to their own organizations and political circumstances. This cogent analysis of recent interventions in Sierra Leone represents a cautionary tale that political leaders and military planners contemplating intervention in Africa ignore at their peril. The two parts of this book consider two main facets of nonformal curriculum development: theory and practice. Part I on nonformal curriculum theory has four chapters. Chapter 1 addresses the origins, meaning, purpose, and scope of nonformal education. Chapter 2 examines three major themes in discussions on nonformal education: nonformal education as an instrument of positive change, as a social control mechanism, and the context. Chapter 3 explores the rationale. Chapter 4 examines the rational planning model and three models that have relevance for curriculum development in nonformal education: psychosocial, liberal education, and Bhola's core-interface. The five chapters in Part II on nonformal curriculum practice consider the case of the People's Educational Association of Sierra Leone in integrating population education into adult literacy. Chapter 5 describes nonformal education in the Sierra Leone context where it is an educational response to the problems of out-of-school youth and illiterate adults and an alternative development strategy. Chapter 6 sets forth the rationale for population education and literacy. Chapter 7 describes the process of curriculum integration. Chapter 8 is a case analysis of the population education project. Chapter 9 highlights these conclusions: contingent nature of curriculum development in nonformal education; importance of learner participation; and need for staff development. The 2006 World Health Report focuses on the chronic shortages of doctors, midwives, nurses and other health care support workers in the poorest countries of the world where they are most needed. This is particularly true in sub-Saharan Africa, which has only four in every hundred global health workers but has a quarter of the global burden of disease, and less than one per cent of the world's financial resources. Poor working conditions, high rates of attrition due to illness and migration, and education systems that are unable to pick up the slack reflect the depth of the challenges in these crisis countries. This report considers the challenges involved and sets out a 10-year action plan designed to tackle the crisis over the next ten years, by which countries can strengthen their health system by building their health workforces and institutional capacity with the support of global partners.
Throughout history, communicable diseases have devastated armies and weakened the capacity of state institutions to perform core security functions. Today, the HIV/AIDS epidemic in Africa has prompted many of the affected countries to initiate policies aimed at addressing its impact on their armed forces, police, and prisons. This volume explores the dynamics of how the security sectors of selected African states have responded to the complex and multifaceted challenges of HIV/AIDS. Current and impending African HIV/AIDS policies address a range of security-related issues: * The role of peacekeepers in the spread or control of HIV * The dilemma of public health (the need to control HIV) versus human rights (protection against mandatory medical testing) needs * The gender dimensions of HIV in the armed forces * The impact of HIV on the police and prisons The chapters in HIV/AIDS and the Security Sector in Africa are written by African practitioners, including commissioned officers who are currently serving in the armed forces, medical officers and nurses working in the military, and African policy and academic experts. While the book does not comprehensively address all aspects of the impact of HIV/AIDS on the security sector, the contributors nonetheless highlight the potentials and limits of existing policies.
