The Harmondsworth and Campsfield House disturbances were different in causation and how they unfolded. However both happened at a time of population pressure on the detention estate coupled with a dislocation in casework handling. It did not take much to trigger the events and once started they soon escalated. The underlying causes are still there and without any changes the same thing could happen again. This report proposes action in the following areas: procedures; improvement to the fabric of immigration removal centres; training for staff; oversight by BIA in the conduct of operations in the centres; improved management of casework by BIA; better information for detainees and their legal representatives.

Originally published in 1994, this book considers one of the enduring themes of social science. How is a national identity forged and sustained? How does it change over time? Who is included in the body politic and who is socially excluded? How do the established population, opinion-makers and politicians react to more marginal people, including long-spurned minorities and recent migrants? Annotation European governments are inflicting ever-greater suffering on refugees and migrants, in a calculated but largely ineffective attempt to deter people seeking refuge and work. In "Open Borders," Teresa Hayter assesses the impact of the increasing severity of border controls since they were first introduced at the beginning of the twentieth century and makes the controversial case for their abolition. Hayter focuses on postwar immigration controls, especially the use of such controls against the peoples of former European colonies and East Europeans, and their effects on asylum seekers. She examines the recent history of European coordination of border controls and the notion of 'Fortress Europe'.Hayter argues that the existence of controls leads to great suffering and abuse of human rights, and that immigration controls are racist and help legitimate racism. She also demonstrates that immigration controls have actually had a limited impact on controlling numbers. To illustrate her arguments, she draws on empirical material, especially from Britain in the 1980s and 1990s, relating in particular to the use of detention, arbitrary decision-making and the denial of benefits.
