Studying institutional development is not only about empowering communities to withstand political buccaneering; it is also about generating effective and democratic governance so that all members of a community can enjoy the benefits of social life. In the U.S.-Mexico borderlands, cross-border governance draws only sporadic—and even erratic—attention, primarily in times of crises, when governance mechanisms can no longer provide even moderately adequate solutions. This volume addresses the most pertinent binational issues and how they are dealt with by both countries. In this important and timely volume, experts tackle the important problem of cross-border governance by an examination of formal and informal institutions, networks, processes, and mechanisms. Contributors also discuss various social, political, and economic actors and agencies that make up the increasingly complex governance space that is the U.S.-Mexico border. Binational Commons focuses on whether the institutions that presently govern the U.S.-Mexico transborder space are effective in providing solutions to difficult binational problems as they manifest themselves in the borderlands. Examines the challenges of environmental governance in contemporary North America. What are the most important transnational governance arrangements for environmental policy in North America? Has their proliferation facilitated a transition towards integrated continental environmental policy, and if so, to what degree is this integration irreversible? These governance arrangements are diverse and evolving, consisting of binational and trinational organizations created decades ago by treaties and groups of stakeholders—with varying degrees of formalization—who work together to address issues that no single country can alone. Together they provide leadership in numerous areas of environmental concern, including invasive species, energy efficiency, water, and terrestrial and aquatic wildlife. This book explores these arrangements, examining features such as stakeholder inclusion, organizational activities and functions, and issue comprehensiveness. Overall, the contributors report an underdeveloped policy architecture consisting of fragmented regional transnational networks of stakeholders and underfunded binational and trinational organizations. They also show evidence of substantial policy entrepreneurship and a vibrant informal underbelly to North American environmental governance, which will be vital in the challenging days ahead.

Water scarcity due to climate change, population growth, and economic development is a critical issue in many semi-arid and arid regions around the world. Water scarcity is especially critical in regions where water is shared by several riparian states and used for competing purposes (irrigation, domestic, industry, environment, and hydropower). There is evidence that water scarcity may give rise to conflicts among the riparian states that share water basins. At the same time, there is evidence that proper arrangements among riparian states create a basis for cooperation, which is a necessary condition for economic development, food production, environmental sustainability, and poverty reduction. This book presents a collection of work presented by a group of academics and policy experts dealing with the impact of water scarcity and variability on the ability to jointly manage shared water and the derived welfare of international states and nations sharing international river basins, consisting of economics, technology, law and institutions, geography, and international relations.The book covers theoretical aspects of management of transboundary water as well as case studies from hotspots around the world. The unique aspect of this book is the multidisciplinary nature of the chapters, reflecting a new field of research that will gain popularity as water scarcity will increase over time and across regions.The chapters from the book were presented at the 'Management of Transboundary Water Resources under Scarcity: Perspectives on Agriculture and Food Security' workshop held at The Hebrew University of Jerusalem, Israel, from June 22 to 23, 2015.
