DOWNLOAD EBOOK"In 1969 the Royal Commission on Bilingualism and Biculturalism recommended bilingual districts as part of its federal language policy. Daniel Bourgeois traces the complex path that led to the 1976 demise, following pressure from the Treasury Board Secretariat, of the plan to create bilingual districts. Bourgeois argues for the reconsideration of this previously discarded "corner-stone" of federal language policy, providing a nuanced analysis of social identity, sociolinguistic policies, nationalism, and minority rights and services. Canadian Bilingual Districts also considers the Royal Commission's approach in the context of contemporary developments"--Résumé de l'éditeur

DOWNLOAD EBOOKLanguage in Canada provides an up-to-date account of the linguistic and cultural situation in Canada, primarily from a sociolinguistic perspective. The strong central theme connecting language with group and identity will offer insights into the current linguistic and cultural tension in Canada. The book provides comprehensive accounts of the original 'charter' languages, French and English, as well as the aboriginal and immigrant varieties which now contribute to the overall picture. It explains how they came into contact - and sometimes into conflict - and looks at the many ways in which they weave themselves through and around the Canadian social fabric. The public policy issues, particularly official bilingualism and educational policy and language, are also given extensive coverage. Non-specialists as well as linguists will find in this volume, a companion to Language in Australia, Language in the USA and Language in the British Isles, an indispensable guide and reference to the linguistic heritage of Canada.

DOWNLOAD EBOOKThe central focus of each chapter is language policy and how it accomplishes-or fails to accomplish-the task of maintaining national unity in the face of linguistic diversity. Included among the nations considered are examples of postcolonial cultures, as well as nations that have sheltered linguistic minorities within their borders throughout their history, countries fragmented into tribal groups, and those divided by a plethora of local dialects.

DOWNLOAD EBOOKThis report was prepared for submission to the U.S. Commission on Civil Rights. It reviews the California State Department of Education's administration of state and federally funded bilingual programs and identifies specific Department policies and practices that may affect the success of district-level programs for language-minority students. Following introductory and background material on the Advisory Committee, populations, programs and legislation, the bulk of the report deals with the following: (1) the California State Department of Education's monitoring responsibilities; (2) recent developments in the Department of Education; (3) impact of the legislature; (4) findings and conclusions; and (5) recommendations. The basic finding is that the Department of Education has failed to ensure that California's non- and limited-English-speaking students receive equal educational opportunities. The report offers 20 recommendations dealing with a survey of the population in question, services for the state's language-minority students, Department coordination and personnel, bilingual project onsite reviews, enforcement, and legislative review of the Department's administration. Three appendices provide relevant population and program data. (CFM).
