In December 2004, a seaquake shook the Indian Ocean, producing a powerful tsunami. The greatest damage occurred in Indonesia, nearest the quake's epicenter. The Asian Development Bank responded with a $290 million grant under the Earthquake and Tsunami Emergency Support Project. Housing accounted for more of this grant than any other sector. While this book focuses on housing, more broadly it is about how implementing post-disaster projects under exceedingly difficult conditions can achieve success, while simultaneously incorporating the community-based approach recommended by donors. The book's refreshing glimpse into on-the-ground, post-disaster project implementation contains important lessons for future disaster-response donor assistance.
The 2004 Asian tsunami was the greatest natural disaster in recent times. Almost 230,000 people died. In response, governments in Asia and the broader international community announced large aid programs. The resulting assistance effort was one of the largest humanitarian programs ever organised in the developing world. This book discusses the lessons of the aid effort for disaster protection policy in developing countries.
This handbook is designed to guide public sector managers and development practitioners through the process of large-scale housing reconstruction after major disasters, based on the experiences of recent reconstruction programs in Aceh (Indonesia), Sri Lanka, Pakistan, Gujarat (India) and Bam (Iran).
This publication is a history of the partnership between Indonesia and the Asian Development Bank (ADB). When Indonesia became a founding member of the bank in 1966, the country faced daunting challenges. In the five decades that passed, both Indonesia and ADB have evolved in remarkable ways. Indonesia developed rapidly through the late 1990s yet faced a difficult time of adjustment after the Asian financial crisis of 1997–1998. The country has since resumed growth in the last decade. For its part, ADB has widened its activities in Indonesia, transforming from a project-oriented bank into a broad-based development institution. This effective partnership reflects Indonesia’s success in working with the international community in the past 50 years.
While not all natural disasters can be avoided, their impact on a population can be mitigated through effective planning and preparedness. These are the lessons to be learned from Japan's own megadisaster: the Great East Japan Earthquake of 2011, the fi rst disaster ever recorded that included an earthquake, a tsunami, a nuclear power plant accident, a power supply failure, and a large-scale disruption of supply chains. It is a sad fact that poor communities are often hardest hit and take the longest to recover from disaster. Disaster risk management (DRM) should therefore be taken into account as a major development challenge, and countries must shift from a tradition of response to a culture of prevention and resilience. Learning from Megadisasters: Lessons from the Great East Japan Earthquake consolidates a set of 36 Knowledge Notes, research results of a joint study undertaken by the Government of Japan and the World Bank. These notes highlight key lessons learned in seven DRM thematic clusters—structural measures; nonstructural measures; emergency response; reconstruction planning; hazard and risk information and decision making; the economics of disaster risk, risk management, and risk fi nancing; and recovery and relocation. Aimed at sharing Japanese cutting-edge knowledge with practitioners and decision makers, this book provides valuable guidance to other disaster-prone countries for mainstreaming DRM in their development policies and weathering their own natural disasters.
Great natural disasters are rare, but their aftermath can change the fortunes of a city or region forever. This book and its companion Policy Focus Report identify lessons from different parts of the world to help communities and government leaders better organize for recovery after future disasters. The authors consider the processes and outcomes of community recovery and reconstruction following major disasters in six countries: China, New Zealand, India, Indonesia, Japan, and the United States. Post-disaster reconstruction offers opportunities to improve construction and design standards, renew infrastructure, create new land use arrangements, reinvent economies, and improve governance.
