This report describes how Ottawa-Carleton will choose a regional development strategy to guide population growth and land use in the Regional Municipality to the year 2021, when the regional population could reach about one million. It is proposed to test three families of development scenarios. The process for choosing the recommended regional development strategy entails two phases, from an initial screening of the broad scenarios to the development and evaluation of a limited number of alternatives. The scenarios vary in terms of the assumed distribution of population, households, and jobs in each of the urban and rural areas of the region. A framework appended to this report sets out five basic principles to guide the review process for the Official Plan, the Transportation Master Plan, and the Water and Wastewater Master Plan. A second appendix outlines criteria proposed for evaluation at the strategic phase.
