This manual therefore describes the basis from which FEMA personnel plan and execute their assigned missions. Finally, this manual also serves as the basis for developing related guidance (procedures, handbooks, incident guides, training materials, etc.). This manual also discusses how RRCS procedures are relevant to all personnel (FEMA, other Federal agencies, nongovernmental organizations, and the private sector) who are either assigned to or coordinating with the RRCS.
