Since its timid introduction onto the EC agenda in 1974, reconciliation of work and family life has developed into a fully-articulated principle. This book explores this journey and its implications for the EC legal order and society. It argues that as reconciliation issues continue to evolve they require constant reassessment.
As populations age around the world, increasing efforts are required from both families and governments to secure care and support for older and disabled people.At the same time both women and men are expected to increase and lengthen their participation in paid work, which makes combining caring and working a burning issue for social and employment policy and economic sustainability. International discussion about the reconciliation of work and care has previously focused mostly on childcare. Combining paid work and family care widens the debate, bringing into discussion the experiences of those providing support to their partners, older relatives and disabled or seriously ill children. The book analyses the situations of these working carers in Nordic, liberal and East Asian welfare systems. Highlighting what can be learned from individual experiences, the book analyses the changing welfare and labour market policies which shape the lives of working carers in Finland, Sweden, Australia, England, Japan and Taiwan.
The Handbook examines contemporary trends and issues in the formation of families over the different stages of the life cycle and how they interact with family-oriented social policies of modern welfare states, mainly in the OECD countries of Western Europe, East Asia and the U.S. Focusing largely on family needs in the early stages of the life course, the conventional package of policies tends to emphasize programs and benefits clustered around measures to support marriage, childbearing, care, the reconciliation of employment and childcare during the preschool years. Drawing on a multidisciplinary group of experts from many countries, this book extends the conventional perspective on family policy by also looking at later phases of the family life course. In taking a life course perspective, this Handbook extends the purview to encompass the three main stages of family life. These are (1) cohabitation, marriage and starting a family; (2) the early years of parenting, care and employment, and (3) the period of transitions and later life: family breakdown and intergenerational supports across the life course.

At the risk of sounding frivolous, there is a good case to be made for the argument that women constitute the revolutionary force behind contemporary social and economic transformation. It is in large part the changing role of women that explains the new household structure, our altered demographic behaviour, the growth of the service economy and, as a consequence, the new dilemmas that the advanced societies face. Most European countries have failed to adapt adequately to the novel challenges and the result is an increasingly serious disequilibrium. Women explicitly desire economic independence and the societal collective, too, needs to maximise female employment. And yet, this runs up against severe incompatibility problems that then result in very low birth rates. Our aging societies need more kids, yet fertility levels are often only half of what citizens define as their desired number of children. No matter what happens in the next decade, we are doomed to have exceedingly small cohorts that, in turn, must shoulder the massive burden of supporting a retired baby-boom generation. Hence it is tantamount that tomorrow’s adults be maximally productive and, yet, the typical EU member state invests very little in its children and families.
