Technological, demographic, and competitive pressures have transformed the U.S. labor market and must be dealt with on a priority basis. The urgency of the problem can best be addressed by creating a national institution that is independent of government, business, and labor but that draws on all three sectors to develop a broad array of policies to generate greater educational and employment opportunities. Increasing the capacity of the American work force to adjust to the changing demands of the labor market will require a renewed financial and political commitment to education and training. Continuing education, training, and retraining must not be the sole province of the school system, but must become an integral part of business operations. Also imperative are more cooperative labor-management relations, including worker participation programs and cooperative initiatives in conjunction with government programs such as short-term unemployment compensation to facilitate job sharing. Priority must be given to effective management of human capital resources if the United States is to maintain an undiminished stature in global affairs.
