This book challenges the common perceptions of Australian dependence upon great-power allies in the conduct of its foreign relations through a critical examination of Australia's relations with the People's Republic of China. The author focuses on the economic and political dimensions of the policy-making process from the founding of the PRC in 1949 to the present era, against an analytical framework that takes into account both internal and external factors in the formulation and implementation of Australian foreign policy. Informed by political science and international relations, the book differs from the conventional literature on Sino-Australian relations, which has either focused on pure economic analysis or concentrated on chronicling historical events. The author weaves theoretical insights from political science and international relations into the historical analysis while seeking to examine the interplay between political and economic factors over time in shaping policy outcomes. The book draws not only on primary and secondary sources but also on information and insights obtained from interviews with a vast array of direct participants in the policy process, including almost all the former ambassadors from both China and Australia, covering the entire period of the diplomatic relationship. As a result, the book breaks new ground, especially from the Hawke era onwards, revealing hitherto overlooked details of interest in the policy process.
The phenomenal growth of Chinese economic and military power in the first decade of the 21st century has drawn world-wide attention. Perceptions of China's rise have shifted from seeing China as a threat to a more mixed view, where China is seen as playing a key role in economic recovery, taking an increasingly responsible role in world affairs, and contributing significantly to scientific and technological advances. This book argues that China will only become a truly global power when its rising power status is accepted, or at least tolerated, by other major powers and China’s neighbours. Filling a major gap in the existing literature, it presents a comprehensive overview of how China's rise is perceived in a wide range of countries and regions – these include China's neighbours, other world powers, the parts of China not part of mainland China - Taiwan, Hong Kong and Macau - and regions of the world where China is having an unexpected impact, such as the Middle East. It also examines changing perceptions of China in the western media. Overall, the book demonstrates that whilst many countries and regions are much more positive about China's rise than they were before, considerable nervousness and concern persists.
This book focuses on Australian mainstream media narratives about the Belt and Road Initiative (BRI) from 2013 to 2020. Set against the background of Sino-Australian relations and taking into account the different media systems of China and Australia, this book also critically investigates the Chinese public diplomacy narratives of the BRI. Drawing on my analysis and semi-structured interviews with prominent experts in this area, the book addresses an important but under-explored question: how have Australian mainstream media narratives portrayed the BRI of the Chinese Government from 2013 to 2020? This book fills a gap regarding the portrayal of the BRI in Australian mainstream media and provides new insights into the reasons for narrative shifts in the coverage of the BRI. More concretely, the book finds that the public diplomacy narratives of the BRI were not explained well by Chinese officials, thus allowing Australian journalists and commentators to project their own negative, fearful narratives of China onto the BRI project, particularly from 2017 onwards. More importantly, this book argues that the Australian Federal Government’s policy towards China had a significant impact on the Australian media’s coverage of the BRI; that the media clearly followed the Australian Federal Government’s lead, and not vice versa. Thus, in many ways, Australian mainstream media narratives of the BRI have had a similar outcome as China’s ostensibly much more restrictive and propagandistic state-dominated media system. Noticeably, this book not only has academic significance in the international research community but also holds practical importance in the real world, benefiting Australian business leaders, media professionals, think tank specialists, and policymakers.

The Howard government's term in office in Australia from 1996 to 2007 is often portrayed as one where Australia retreated from its international human rights obligations. Throughout this era a range of government policies attracted much criticism for downplaying or ignoring human rights. Less attention has been given to the human rights policies of previous Australian governments and the heritage they provided for the Howard government. Situating the policies of the Howard government within those of previous Australian governments provides a greater understanding of human rights in Australia. This book examines human rights policies in Australia in three key areas: human rights in Australia-China relations; responses to asylum seekers and refugees; and engagement with human rights at the United Nations. These areas highlight where the Howard government clearly deviated from some of the more positive human rights policies of its predecessors. The book also challenges the perception that Australia has a proud history of human rights policy by revealing where the Howard government continued or revived policies of earlier Australian governments that were not consistent with international human rights standards. Such an understanding of human rights in Australian policy is imperative for informed analysis and debate on current and future policy trends.
