“The Caspian Sea Encyclopedia” is the second one in the new series of encyclo- dias about the seas of the former Soviet Union published by Springer-Verlag. The ?rst volume – “The Aral Sea Encyclopedia” was published by Springer in 2009. The series will be continued by “The Black Sea Encyclopedia” in 2010. Today the Caspian Sea is known to readers thanks to its oil and gas resources, sturgeon and caviar, signi?cant sea-level variations, socio-economic and political problems. After the disintegration of the USSR in 1992, the new independent states of Azerbaijan, Turkmenistan and Kazakhstan have radically changed the political and economic situation in the region. In addition to Russia and Iran, who had determined the situation on the Caspian for a long period, Azerbaijan, Turkmenistan and Kazakhstan are now interested parties, beginning a new stage in the historical development of the Caspian region. This increase in the number of the Caspian legal entities from two to ?ve has given rise to a whole tangle of geopolitical, economic, international legal, ethnic and environmental problems, each of which demands its own approach and settlement mechanism.
The concept of “environmental security” has emerged as one basis for understanding international conflicts. This phrase can mean a variety of things. It can signify security issues stemming from environmental concerns or conflicting needs, or it can mean that the environment is treated as a resource for the long term, and the question is what should be done today to preserve the quality of the environment in the future. In the same way that energy security is about ensuring access to energy for the long run, it can also mean that pressing environmental concerns create a situation where different countries and communities are forced to collaboratively design a unified response, even if cooperation is not generally in the logic of their relations. Over the last several years, the authors of this book and their colleagues have tried to demonstrate the power of risk assessment and decision analysis as valuable tools that decision makers should use for a broad range of environmental problems, including environmental security. Risk analysis is almost more a state of mind or a way of looking at problems than it is a kind of algorithm or a set of recipes. It projects a kind of rationality on problems and forces a certain degree of quantitative rigor, as opposed to the all too common tendency of making environmental recommendations based on anecdotal evidence.

This book presents a comprehensive study of the environmental situation prevailing in the areas located near the Koshkar-Ata (Kazakhstan) tailings dump and the development of rehabilitation measures taking into account the area’s soil and climatic features. Given their impact on the local population’s health, rehabilitation activities and their monitoring are vital for countries where nuclear power technologies are developed and where uranium mining industry wastes exist. Book analyzes the negative influences of the tailings on soil and vegetation cover on near-ground atmospheric layers and groundwater. Based on radiometric, field and laboratory analytical research methods, it presents quantitative information on the levels of pollution of the environment by radionuclides and chemical toxicants, and includes the results of constant monitoring of dust from radioactive and toxic wastes in the area. The book also offers recommendations for technical solutions for reclaiming radioactive tailing ponds, as well as for the development of disposal sites for radioactive waste in the tailing ponds, based on effective rehabilitation technologies developed at two control sites. Nuclear and radioactive agents are considerable concerns especially after the early 1990s and more attention has been focused on the radiation detection technologies. This book comprises the selected presentations of NATO Advanced Training Course held 26-30 May 2008 in Mugla, Turkey.
